Essential Job Duties/Scope of Work:

By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.

Program Background
IMC has been operational in Kunar Province since 2002 and Nuristan Province since 2007, providing emergency assistance to both returnees and the local population while also supporting the development of the healthcare system in both provinces in coordination with the Ministry of Public Health and the European Commission. IMC’s work in these provinces has given way to multiple assessments in the health and nutrition sectors as well as regarding the logistical infrastructure and local security situation in the targeted areas, while the specific needs vary district-to-district, the level of emergency preparedness and response capacity on the part of local non-governmental organizations (NGOs) and disaster-prone communities in the eastern regions of Afghanistan is uniformly insufficient.

Therefore International Medical Corps piloted a project titled “Emergency Preparedness and Response” and established Community Emergency Response Teams (CERTs) in each district center of Kunar and Nuristan provinces. 20 community volunteers were trained which comprised of key decision makers and de facto front-line responders i.e. non-medical community workers, Shura-e-Sehi members, teachers, religious leaders, shopkeepers etc.

In purview of long-term disaster risk reduction and emergency preparedness at the community level in Kunar and Nuristan the volunteer groups were aware, sensitized and trained in relevant life saving skills such as giving first aid, search and rescue, issues of gender in emergencies, disaster assessment and response, Sphere standard and stockpile management.

After accomplishment of the Phase-I of the project trainers and community volunteers came across different lessons and experiences and concluded that community based search and rescue in one of the key area of emergency preparedness and response in which they need further refresher training to remove bottlenecks, discuss community related issues, strengthen their knowledge based on lessons learnt during project implementation.

Job Summary
The following key topics need to be refreshed in such a way that participants should be able to impart training further to community volunteers without any difficulty.

Qualifications:
1. At least 5 years of relevant work experience with mountainous communities
2. Subject specific experience and higher education at least masters degree in disaster management or emergency management or social sciences (Curriculum Vitae should be annexed with the proposals).
3. Willingness and physical fitness to work in conflict environment.
4. Ability to work in traditional, and remote social system
5. Good communication, report-writing and presentation/training skills
6. Practical experience with community participatory approaches (where applicable)
7. Exposure to related field activities
8. Experience with working in a team
