Safety And Security Manager

CARE is seeking an experienced Safety and Security Manager (SSM) to advise the Country Office on how to reduce risks faced by CARE personnel, assets and programs. This will be achieved by provision of professional security approaches, the development of capacity in respect of safety and security awareness, ensuring adequate communication networks and procedures, preparedness and
management, which will strive to create culture of safety and security among staff and support program implementation. The Safety and Security Manager will develop, implement and where necessary update and maintain security advisories and Standard Operating Procedures (SOPs) which are in line with the CARE International security protocols. In coordination with the regional security advisors and the CARE Security Unit s/he will be responsible to train and support staff to ensure that any risks are mitigated and minimized. S/he will demonstrate a high level of socio-cultural, political and economic understanding of the different contexts where CARE works. S/he will also develop a solid working knowledge of CARE's programs in order to provide guidance and direction for safety and security which supports CARE's vision and mission. S/he will be required to travel to CARE's operational areas, including volatile and dangerous locations to assist country offices in addressing deteriorating security situations, develop all security plans, and provide technical assistance. S/he will collect information on safety and security situation regularly, conduct analysis and provide staff with appropriate advice on how to deal with insecure environment. S/he will report directly to the Country Director, work in collaboration with the Security Management Team (SMT) and submit regular situational reports to the Regional Security Manager and CARE USA Safety and Security Unit (CSU) as deemed necessary.

Required
Bachelor's Degree in a field related to humanitarian work or security risk management
6 years of demonstrative experience in NGO/UN field (operations) with at least 2 years of field security experience included.3 years experience working/living in Middle East countries
Competent and literate in English, verbal and written, with a sound knowledge of technical expressions
Demonstrated supervisory ability, sound judgment and the ability to work effectively with others at all levels
Strong assessment, evaluation, analysis and strategic planning skills
IT literate, MS – Word, Excel and PowerPoint
Experience in developing security related technical tools guidelines and systems
Interpersonal communication and proven written/presentation skills
Demonstrated ability to manage under stressful conditions
Demonstrated knowledge of the historical and socio-political context of Middle East

Desired
Master degree in security field
A minimum of 2 years work in a security management related function with an INGO
Competent and literate in Arabic, verbal and written, with a sound knowledge of technical expressions
Understanding and appreciation of the local culture and security challenges
