Job Purpose:
Responsible for the day-to-day operational management and administration of the AFRM guard force, radio operations center and drivers. Ensure security and safety of AFRM staff, missions and visitors. Expected Outcomes
Security Services Coordination
- Liaise regularly with ADB HQ, the external security provider to AFRM, and the Afghan National Police (ANP) and ensure dissemination of timely and accurate security and safety information to staff and dependents.
- Monitor the day to day operations and administration of contracted guards providing internal armed and unarmed security to AFRM to ensure that security procedures are implemented and followed as per the country’s security standard operating procedures (SOP). Report to Country Director (CD) any deviations or issues for resolution.
- Liaise with Guard Shift Supervisors and, as required, with Project Manager to ensure that training procedures and policies are implemented within accepted standard in AFRM.
- Keep updated with security and socio-political environment in Afghanistan and coordinate with key security organizations relevant to the security of AFRM e.g. National Directorate of Security (NDS), Afghan National Police (ANP), Afghan Protection Service (APS) and contracted Private Security Company (PSC); advise CD and ADB HQ on security information pertinent to safety and security of AFRM’s personnel and assets.
- Monitor compliance of security contractor’s personnel with service standards and provide timely feedback to the supervisor, as warranted.
- Maintain AFRM’s warden system including fire marshal, fire wardens, and staff notification tree.
- Coordinate with the consultant Field Security Officer (FSO) on the timely submission of accurate reports and return as required by AFRM Security SOP, e.g. staff lists, contact lists, etc.
- Monitor on daily basis UN Department of Safety and Security (UNDSS) TRIP reports to ensure ADB personnel have appropriate clearances.
