An expert in security with sound experience in management is required to help support Oxfam's high profile programme in the Democratic Republic of Congo. The DRC programme is one of Oxfam's biggest, providing both emergency aid and long-term development to approximately 800,000 people, with over 350 staff.
The role:
Overseeing and developing the DRC security management plan, reporting to the Oxfam Country Director.
Advise and support the Oxfam Country Director with regard to implementing the security management system.
Work together with internal and external stakeholders to better understand the security challenges in DRC and share best practices around the same.
Function in remote areas such as North Kivu and South Kivu Provinces where the conflict arises.
Train staff and partners to have the security skills and awareness that they need to be effective.
The Person:
Dynamic, determined and genuinely interested in humanitarian and development programme.
A wide range of skills and considerable experience of security assessment, planning and implementation of procedures in the context of NGO humanitarian operations, including developing security management plan and strategy in complex emergencies.
Previous experience with civil society groups and community networks at grassroots level, local stakeholders such as government, international non-government organizations, and UN to share and exchange information.
Strong proven experience in training trainers, and proven capacity to write guidelines in French and reports in professional English.
Fluency in English and French is essential.
Strategic thinker, consultative but firm and convincing, analytical, and accustomed to developing work.
Active commitment to promoting gender equality and the interests of marginalised groups and an ability to both suggest practical solutions to complex issues and to engage with global learning from a country perspective.
Previous working experience in DRC or similar would be desirable.
Strong interpersonal skills and the capacity to work effectively in a multi-cultural team.
Awareness of humanitarian policies in dealing with armed groups.
Contract Type: Open-ended and accompanied post.
Salary: from £24,245 - £30,853 per annum net – take home pay. Oxfam will pay any tax and social security liabilities of the post holder, in relation to employment with Oxfam, in addition to the net salary.
Benefits: Competitive benefits and an additional allowance of £4,000 net per annum.
