Job Summary
Under the Comprehensive Peace Agreement (CPA) and the Security Council Resolution (SCR) 1996 (2011), the Police Advisor-United Nations Mission in South Sudan (UNMISS) through the UN Police is mandated to, “assist the parties to the Comprehensive Peace Agreement, in coordination with bilateral and multilateral assistance programs, in restructuring the Police Service in Sudan, consistent with democratic policing, to develop a police training and evaluation program, and to otherwise assist in the training of police personnel”. The Police Advisor will assist in general Southern Sudan Police Service (SSPS) development, training, capacity building, confidence building, reform and restructuring, monitoring and evaluation.
Principle Accountabilities
Assist in general SSPS development, training, capacity building, confidence building, reform and restructuring, monitoring and evaluation.
Provide monitoring, assessment, advice and expertise for the following SSPS identified ‘enabling projects’ for development of the Southern Sudan Police Service:
Registration of South Sudan Police
Provision of Uniform to South Sudan Police
Provision of Training to South Sudan Police
Printing of Essential Law Books, Forms and Registers
Provision of Essential Transport and Driver Training to South Sudan Police
Establishment of the South Sudan Communication System
Establishment of the South Sudan Forensic Service
Provision of Basic Riot Equipment and Training to Police
Knowledge & Skills
Thorough knowledge of international standards of law enforcement in a democratic society.
Excellent written and oral communication skills.
Computer skills preferred.
Experience & Education
Some college education required (a degree preferred), general and specific peace officer training.
Eight years’ experience as a peace officer.

Physical Requirements/Working Environment
Primary duty station(s) are located in Southern Sudan.
May be required to respond to a wide variety of operational circumstances, including extreme weather conditions and rudimentary infrastructure.
Place of duty and environmental conditions can be extremely austere, harsh, and work can be performed under hostile and life-threatening conditions.

Travel
Must be able to travel within the Provinces, States or Counties of Southern Sudan

UN Requirements-
Medical screening requires an ECG/EKG.
Driving Test on a manual transmission vehicle
Physical Ability Test Required: Endurance Run – Time 2:30 minutes

The Agility Course is a combined event. The run time must be met prior to proceeding to the obstacle course. Failure of either event requires both tests to be conducted the next day, three attempts are allowed.
