MENA Regional Safety Advisor

Introduction
Danish Refugee Council (DRC) and Danish Demining Group (DDG) are looking for an experienced Regional Safety Advisor for our activities in MENA, based in the Amman Regional office with regular field trips.

Context and background of DRC/DDG in MENA
DRC is an international non-governmental organization, which promotes and supports durable solutions for refugees and internally displaced people in more than 30 countries world-wide. DDG is a Humanitarian Mine Action and Armed Violence Reduction Unit within DRC.

DDG/DRC programme works in Iraq, Jordan, Lebanon, Syria, Turkey, Libya, Tunisia to:
• Respond to Iraqi displacement
• Respond to Syrian displacement
• Respond to Palestinian Displacement
• Respond to Migration and Statelessness
• Build national capacity for protection and DRR.

DRC's emerging activity portfolio requires a Regional Safety Advisor (RSA) to lead the safety & security department in a consistent manner at Regional level.

DRC’s Safety Risk Management system in MENA has been developed to a robust level on country level in some of the programs in MENA. Procedures, protocols and policies are largely in place or about to be implemented throughout the countries DRC work in. Training modules needs to be standardized and delivered on a regular basis, and national safety management needs strong support and attention from managers at all levels. In the MENA region, DRC’s safety management structure currently includes an international Regional Safety Advisor and one international Deputy Safety Adviser, as well as an international Country Safety Adviser. The system also supports country level national safety managers, and Safety Focal Points (SFP)

Overall Objective
The Regional Safety Advisor will be responsible for advising and assisting the Country Directors to develop and implement the DRC Safety Risk Management (SRM) system for both DRC and DDG programs.

Tasks and Responsibilities
Pursuant to Chapters 19 & 20 in the Operational Handbook, the RSA will:
• Develop the capacity of, and coordinate, relevant Crisis Management Teams (CMTs)
• Facilitate surge support to IMTs as required.
• Facilitate country-level Risk Assessments (RAs) and support the implementation of mitigation measures.
• Through an annual work plan, Coordinate the DRSA and SA’s work for country-level Risk Assessments (RAs) and support the implementation of mitigation measures.
• Initiate regional-level Risk Assessments - evaluating and mitigating risks resulting from operations in other DRC operations both inside and outside MENA
• Manage the Safety Level System (SLS) for the region, including approving Safety Levels and ensuring programs submit accurate and timely SLS assessments
• Assist in the development of contextualized risk management policies, protocols and procedures
• Facilitate program access and continuity through the provision of informed advice
• Manage safety related information and provide regular analysis and reporting through regional situation reports and advisories
• Maintain relevant safety documentation, data and records (training register, incident tracking, etc)
• Develop, support and facilitate/deliver safety-related training in conjunction with country-based safety staff.
• Mentor and provide technical supervision to DRC and DDG SFPs and other staff with safety management responsibilities
• Carry out quality control and compliance audits of safety-related policies, protocols, procedures and regulations, including MOSS audits
• Represent the region at inter-agency security fora
• Act as the focal point for the procurement of safety-related equipment, facilities and other resources
• Be part of the global training team and be prepared to travel to all DRC training locations
• Security reporting. Develop an integrated MENA safety report on a monthly basis
• Any other duties as directed by the Regional Director

Reporting Arrangements
The RSA will report to the Regional Director, with a technical compliance reporting line to the Global Safety Adviser in Copenhagen.

Personal Specifications
• Previous working experience as a safety and security manager/adviser with an INGO at a Regional level on an international contract
• Proven ability to develop and implement effective and contextualized protocols and systems
• A high level of personal integrity
• Ability to be flexible and demonstrate an innovative approach to safety risk management
• Demonstrated experience with information gathering, analysis and report writing
• Demonstrated ability to conduct and produce high quality safety risk assessments (SRAs)
• Demonstrated experience with critical incident management
• Demonstrated experience with delivering safety-related training
• Proven ability to prioritize tasks and meet deadlines
• Proven ability to work effectively with minimal supervision
• Stable and robust character, team-player with a good sense of humor
• Excellent communication skills
• Willingness to travel widely throughout MENA region
• Knowledge and previous experience of the MENA context desirable.
• Physically fit
• Fluent in written and spoken English. Arabic highly desirable

Conditions

Availability: As soon as possible.

Duty station: Amman, Jordan with frequent trips to various country and field offices.

Contract: One year with the possibility of extension, subject to funding and performance. Salary and other conditions in accordance with DRC’s Terms of Employment for Expatriates, which can be found on our websitewww.drc.dk under Vacancies. The position is placed at Level A4.
