Job Description The Government of Cote d’Ivoire (GOCI) to be able to project authority and good governance across its territory to provide security, services, and conditions for economic growth for its people, while remaining accountable, strengthening democracy, and protecting human rights. USG transition assistance SSR initiatives: restore, rebuild and reform the Ivorian police, gendarmerie and military with urgent, non-lethal equipment; modernize and build institutional capacity through the construction of a foreign language/IT resource center at the National Police Academy; upgrade infrastructure and equipment to enhance the capacity of police (civilian and military) throughout the country and ensure
that these institutions are fully operational; and lay the foundation for future assistance and cooperation. This program will complement other Embassy assistance initiatives, and the efforts of international partners. This program takes into consideration the West Africa Security Cooperation Initiative (WASCI) and future linkages. A key component of the USG SSR program is the provision of US advisors to the GOCI, one with significant law enforcement experience, to assist Ivoirians in efforts to modernize the National Police to reflect international standards and best practices. The Advisor will assist the U.S. Embassy in targeting further assistance to police.

Job Description: *Establish relationships with US Embassy contacts and within the host government civil security realm to obtain information on the training apparatus*Within 30 days of start date, provide an outline of information gathered, additional consultation necessary, and a plan for analysis
*Within 60 days of the start date, outline the most significant improvement/change* in the training apparatus of civilian security in Abidjan that this advisory position can feasibly effect
*Within 90 days of the start date, propose specific project plans and activities within the context of the *Embassy SSR program to the SSR Coordinator and INL/AME during the tenure of this position in pursuit of USG transition assistance goals and objectives that address necessary change in Ivoirian civilian security training
*Within 90 days of the start date, develop a monthly timeline projecting when each project or activity will be conducted throughout the period of performance
*Aid in producing a monitoring an evaluation plan with program benchmarks after 90 days of assessing necessary developments within the civil security structure in Cote d’Ivoire, in order to effectively measure the progress of this overall program
* Provide subject matter expertise in civilian law enforcement professional and tactical training and development
* Demonstrate and provide knowledge of international police development, including current USG assistance programs that foster police reform and capacity building.
*Provide programmatic technical advice
*Aid in working with, training, and mentoring law enforcement and civil society actors
*Communicate complex issues in a timely and concise manner, both orally and in writing
*Draft weekly, monthly, and quarterly reports
*Aid in preparing and providing briefings in English and French
*Aid in integrating comprehensive approaches with other USG agency activities
*Advise INL on progressive training and development structures, processes, and practices that will facilitate continuous improvement in organizational and operational development, training initiatives, and building law enforcement leadership
*Aid in identifying training requirements on key elements that encourage fair and effective policing, and protecting human rights; on modern policing strategies, civilian-focused service delivery, information-led investigations; evidence-based prosecutions; and on systems for internal and external police accountability, and innovative leadership and management opportunities designed specifically for Cote d’Ivoire police
*Note that “the most significant improvement/ change” must be an improvement in training operations and/ or management that significantly contributes to the GOCI civilian security’s ability to effectively assume domestic security responsibilities.

**Note that indicators must be:
Specific: the target is clear in terms of degree of change that is intended to occur and the target population is stated.
Measurable: there is only one change in the indicator and it is feasible to collect data on this factor in a reasonable time and cost- effective manner.

Accurate: it is a direct signal of the change.

Reliable: different people would all draw a similar conclusion through the data collection or through the interpretation of the language. Note: no jargon without definitions.

Time-bound: it includes a timeframe.


Preferred Skills: *A Bachelor of Science degree in a criminal justice related field of study from an accredited institution and continued education in specialized criminal justice topics*A minimum of two years experience living and working in developing countries
*Demonstrated initiative, well-developed problem-solving skills, flexibility, receptivity, and creativity in dealing with problems and conflicts, as well as an ability to work on and bear responsibility for several simultaneous projects while keeping the overall program goals in perspective
*Language proficiency in French
*Three years of experience in a law enforcement organization
*Demonstrated experience writing training plans, statements of works, standard operating procedures and/ or detailed instructions.
