Overview of the Position
In 2008, the Mine Action Service (MAS) established a Mine Action Coordination Centre (MACC) within the Mission for the Referendum in Western Sahara (MINURSO) to provide advice and support to Senior Leadership on issues relating to mine/Explosive Remnants of War (ERW), long term mine action support to the authorities of Western Sahara and coordinate MINURSO support of field implementers. Under the supervision of the MINURSO MACC, MAS' implementing partner conducts Mine Action Survey, Clearance, Mechanical, EOD and Rapid Response Capacities. The MACC plays a key role in ensuring that the mine action response evolves to meet the scope and scale of the threat; and, in monitoring that operations are coordinated, prioritised, tasked and conducted in accordance with International Mine Action Standards.
General Functions
• Review and identify shortfalls in the Program IMSMA process • Test the new IMSMA release on a stand-alone database • Plan and perform the upgrade to the new release in Western Sahara • Review IMSMA data entry procedures and workflows • Review current IMSMA reports • Analyze the relevance and consistence of the information collected • Perform an analysis of IMSMA current information; identify errors and organize corrections • Review map generation procedures • Provide a written report recommending steps and responsibilities for successful implementation of IMSMA processes, procedures and database management

Education/Experience/Language • Advanced University Degree (Master’s Degree or equivalent) in business administration , project management, social science, or related field; or first level university degree or military/police college or junior command and staff course or senior staff qualification combined with relevant experience may be accepted in lieu of the advanced university degree; • Minimum of 5 years relevant work experience; • Computer literacy essential; • Working knowledge of ARCGIS software an asset; • Prior training in the use of IMSMA software desirable; • Fluency in spoken and written English is a requirement, knowledge of a second UN language an advantage; • Understanding of mine action programmes, policies, and coordination mechanisms desirable; • Experience in the region is advantageous; • Internationally recognised driving license; • Physically fit and in good health.
