CounterIntelligence / Security Screener

Job Description
CounterIntel/Security Screener will coordinate with and work in conjunction with base level force protection and strategic force protection operations. The screener will review the data collected and cross-reference intelligence collection priorities and plans, in order to ensure proper identification and categorization with screening SOPs and plan when necessary.The screener will take photographs and use other biometric collection systems as applicable, to gather additional identifying data on interviewed person for screening report.

The screener will conduct other intelligence supporting activities related to intelligence support operations, with appropriate Government supervision and oversight.

Support screening program designed to clear both Host Country Nationals (HCN)s and Third Country Nationals (TCN)s for access to US military base camps or recommend their denial of access. A Screening Cell performs these activities by conducting Security Screenings on locally hired employees. HCN/TCN Security Screenings are designed to enhance Force Protection and the security posture of US Military base camps as well as to collect valuable intelligence information.

• Conducts vetting procedures on host country nationals or U.S. Legal Permanent Residents (LPRs) seeking employment on Chief of Mission facilities or who are hired into a position that allows them knowledge of Chief of Mission operations.
• Interviews local national applicants or U.S. Legal Permanent Residents (LPRs) for suitability and eligibility for security certifications and produces timely written reports and assessments.
• Conduct electronic record checks in support of vetting investigations on classified and unclassified databases, including those involving U.S. Legal Permanent Residents (LPRs)
• Personnel will be equipped to travel to and may operate from multiple fixed sites within an assigned area of operations in accordance with RSO procedures, but will not conduct interviews outside of secure areas.
• Provide administrative support related to specific areas of assignment.
Responsibilities

Screeners will also accomplish the following:

Phase I – Preparation:
Conduct name check of HCN/TCNs scheduled for screening using the HCN/TCN database and any other applicable agency databases to obtain pertinent information needed to conduct the interview.
The Government provided interpreter will obtain biographical information using the HCN/TCN Biographical Information Data Sheet and will provide that information to the screener.
The Screener will review the data and ensure there are no major discrepancies between old and new information provided on the day of screening. Data will also be reviewed to ensure all time is accounted for on employment and residences.
The Screener will take photographs, fingerprints, and gather other biometric data as applicable, of personnel to be screened for database update.



Phase II – Security Screening Interview:
Explain why they are there and establish rapport.
The Screener will, with appropriate Government supervision and oversights attempt to determine additional information (through a Government provided interpreter, if necessary), focusing on Force Protection (FP) /Counterintelligence (CI) topics. A baseline of questions will be used during the interview. The list is not all-inclusive and the use of follow-up questions is necessary for any items of FP/CI interest.
Ensure screened person is aware of how information can be reported and the importance of reporting.
Use the back of the last screening sheet to transcribe data of how the interview went. Write down enough information so the reader can form an opinion on the interviewee’s honesty and cooperation, etc.
Utilize credibility assessment tools & training provided to enhance follow-up interviews.

Phase III – Reporting Results:
After conducting the interviews, the Screener will update the information on the interviewee, to include any remarks, from the interview into the database.
At least once per day, as determined by requirements, the Screening Cell will pass any comments or concerns along with the updated file to the CST.
Provide Badge Office and the hiring organization a memorandum listing of the screened personnel and a recommendation for approval or denial of access for each.


Essential Qualifications
Identified screeners shall be the DoD civilian equivalent to one of the following: 35L/M, 351L/M, 180A, 18F, 35E (Strategic Debriefer or an individual with a similar skill set); with a minimum of two years experience.
Must have experience with screening, screening tasks, and/or investigative questioning techniques and knowledgeable of SIPRNet search engines and database retrieval tools such as QueryTree and M3.
Requires US Secret clearance.
Must be a U.S. Citizen and able to read, write and speak English fluently.
