Job Description
AMERICAN SYSTEMS is seeking professional, experienced civilian law enforcement professionals who are eager to accept a challenging and rigorous assignment in support of the U.S. Department of State, Office of Criminal Justice and Assistance Partnerships (INL/CAP). The Criminal Justice Program Support (CJPS) contract supports programs that help institutionalize sustainable criminal justice sectors, instill public trust in the Rule of Law and protect human rights. INL/CAP’s support to the Prisons or correctional facilities, often in cooperation with other nations or international bodies, is designed to incarcerate and reform those convicted of criminal offenses within international standards of human rights. The prompt restoration of public order by non-repressive means, with an approach that includes efforts focused on the police, courts, and prisons, is an essential component of post conflict stabilization.

The CJPS contract in support of INL/CAP is administered by The US Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL). Since 1994, INL has deployed over 7,000 U.S. law enforcement personnel to 14 post-conflict and conflict missions throughout the Department’s six geographic regions (Bosnia-Herzegovina, Croatia, Palestinian Territories/West Bank, Sierra Leone, East Timor, Haiti, Kosovo, Serbia and Montenegro, Macedonia, Afghanistan, Iraq, Sudan, Lebanon and Liberia). The INL’s goal is the development of efficient, fair, and effective criminal justice systems around the world and this is also among the most important U.S. national security and foreign policy goals. The INL accomplishes these goals by furnishing assistance to countries and international organizations for the control of narcotic drugs, controlled substances, and other anticrime purposes, including strengthening foreign police and criminal justice systems, countering the flow of illegal narcotics, and minimizing transnational crime. Today, INL plays a central role in guiding the DOS on current and future post-conflict international police and criminal justice missions. INL frequently implements its programs in partnership with the U.S. inter-agency and military, as well as international organizations including the United Nations (UN), the European Commission and European Union (EU), and the Organization for Security and Cooperation in Europe (OSCE).
For over ten years, AMERICAN SYSTEMS has delivered training, advisory, and technical assistance services in support US foreign assistance programs. We offer a very competitive compensation and benefit package and there are no upfront out of pocket expenses for persons hired. All travel and transportation arrangements will be made and paid for by AMERICAN SYSTEMS. Persons hired will be full-time salaried employees of AMERICAN SYSTEMS.
Minimum Qualifications:
All advisors shall have a combined total of eight (8) years work experience with at least five (5) years experience in their relevant field (i.e. for police advisors federal, state, municipal, and county law enforcement service; for corrections advisors correctional service; for justice advisors as an attorney, judge, or justice sector professional; for specialist advisors, professional experience directly related to their advisor skill set)
Ability to communicate in English (Foreign Service Institute standard level 4 for writing, reading comprehension, speaking for U.S. citizens and level 3 for third country nationals)
Valid U.S. driver’s license and ability to operate a standard transmission vehicle (an International Driving Permit for third country nationals)
Unblemished background
Excellent health and be able to pass requisite physical, medical and psychological tests appropriate to assigned mission/country
Valid U.S. passport (for non – U.S. citizens, valid passport from their country of citizenship)
Negotiating, interpersonal and leadership skills
The ability and willingness to train other individuals in their area of expertise
Must pass a nine-panel drug test for THC, Cocaine, PCP (Phencyclidine), Opiates, Methamphetamine, Methadone, Amphetamine, Barbiturates, and Benzodiazepines.
Background / Experience:
Previous international experience.
Proven record of successful performance in international experience.
Ten (10) or more years of correctional sevice experience.
Associates or Bachelors degree in a criminal justice related field from an accredited institution.
Two (2) or more years as a first line supervisor or higher in a law enforcement organization.
Possess an active security clearance (preferred).
At least three (3) years prior honorable military service (preferred).
Prior experience conducting cross-cultural communications and delivering training/instruction with the use of an interpreter.
Prior experience working with and training foreign military or law enforcement personnel is highly desired.
Prior work experience in the region/area of operations (preferred).
