Security Advisor - Syria response

Syria is facing the largest humanitarian crisis of the 21st century with hostilities on-going, the number of refugees in the neighbouring countries approaching 1 million and estimated 4 million in need of humanitarian assistance inside the country. NRC has been assisting Syrian refugees in neighbouring countries

The Safety Advisor shall be responsible for the design and implementation of the NRC Security Management System and give advices in implementation of mitigating safety and security measures. S/he will be responsible to conduct Security Risk Analysis (SRA) according to minimum operational requirements (MOSS) outlined in the NRC security instructions, or as situation requires, in order to minimize the risk to NRC operations .

Job description ■Design and implement NRC Security Management System including permanent monitoring, evaluation and improvement of the SMS based on observations and inputs from the staff; ■Prepare regular summary reports, analytical and incident reports as necessary; ■Communicate, exchange information, and co-operate with relevant external actors; ■Guide and delegate tasks to NRC personnel associated with the organization’s Security Management System; ■Ensure that all staff are well informed and trained in safety and security procedures, and enforce situational awareness.

Qualifications ■University degree or higher education, preferably in international relations and/or development, political science or social studies (history/political science/social science); ■Proven, solid and relevant experience in security work, preferably in the UN or NGO environment; ■Proven military or police training and experience, formal security education considered an asset; ■Experience in peacekeeping / humanitarian operations, preferably in the field of information management as related to security and operational planning; ■Proven experience in administration and security management; ■Experience in liaising with civilian and military government authorities as well as with regional, national and international institutions; ■Significant political and cultural awareness and experience of working in settings where insecurity is a major issue; ■Analytical skills and experience; ■Demonstrated leadership and management skills; ■Significant understanding of complex emergencies and crisis contexts; ■Awareness of gender and culture issues; ■Proven communication, interpersonal and negotiation skills; ■Fluency in the English and Arabic language; ■Above average computer literacy; ■Holder of a valid international driver’s license.
