CANADEM is seeking an Arabic-speaking Border Management Expert for Libya. Here is the key information:

Border security in African is vital to managing the transnational security threats that are currently facing African governments.

Duties:
• Assess current border strategy, practices, and tools (e.g. international database of terrorists) • Identify challenges, best practices, and concrete recommendations for improving border management • Advise on how to improve strategic inter-departmental cooperation between relevant government stakeholders, especially customs administrators, border control personnel, and law enforcement authorities • Hold discussions with trans-border communities to raise awareness on the importance of border security issues and improve their understanding of the central government’s efforts to combat smuggling and terrorism • Identify border security objectives, methods and activities, resource needs (e.g. staff, skills, and financial), and implementation plan • Ensure that skills transfer to local staff takes place regarding border security planning and implementation • Develop additional border control tools, approaches, and policies to enable the Libyan government to achieve their strategic border management goals

Requirements:
• Fluency in Arabic • Minimum 10 years experience in border-management and security • Demonstrated ability to develop a range of border security best practices, products, and tools • Experience in advising governments on border security strategy • Experience in developing countries or post-conflict zones an asset
