Security Manager , Afghanistan

Job Description:
The Security Manager will serve under the direction of the Program Manager. The Security Manager has responsibility for the oversight of security planning, procurement, evaluation, implementation and monitoring of projects based in Afghanistan. The incumbent will provide security direction including policy, plans and guidelines to staff and direct project security providers to ensure compatibility, clarification, best practices, and compliance with the projects goals and objectives.
The Security Manager is a management position, discharging mission-critical responsibility over assets and resources within the security parameters set for Afghanistan. The Security Manager must be an exceptional communicator that can explain security to senior management and staff on policies, procedures, and protocols and be consistent with the application of these rules.The Security Manager must have the ability to demonstrate a measured, deliberate, and methodological approach to security risk management. With the clear responsibility for the safety and effective implementation of project security measures, the Security Manager must exercise a high and consistent degree of personal initiative. The Security Manager must be able to set and meet deadlines within a complex security environment.

Responsibilities of the SECURITY MANAGER include:
· Ensure the provision of quality control/quality assessment (QA/QC) of the Afghan Public Protection Force (APPF) and report to the Program Manager regarding compliance with contractual obligations.
· Ensure implementation of security policies, procedures, and programs. This includes local national security, training of staff, medical emergency preparedness, lessons learned, acquisition & implementation, and emergency communications.
· Provide technical support and /or oversight to the preparation of project deliverables with security components.
· Coordinate and/or conduct security training specific to the project environment.
· Conduct liaison with local communities and governments in support of activities.
· Advise and ensure Afghan customs and traditions are adhered to by Client expatriate staff specific to the regional operations.
· Identifies issues to be considered and relationships to be built.
· Promotes staff development through coaching, mentoring, and facilitating professional growth opportunities.
· Applies an understanding of’ cost structure to prioritization and implementation of activities and decision-making.

Job Qualifications :
· Bachelor’s degree strongly preferred.
· Demonstrated experience with construction companies.
· Demonstrated ability to manage and supervise staff, multiple project teams, and other initiatives.
· More than 10 years of experience in investigations, counter-surveillance, security management, and oversight with the duties and responsibilities described above.
· Work experience in Afghanistan and/or Islamic countries strongly desired.
· Minimum three years of security management experience within the private security sector or risk management sector.
· Demonstrated effectiveness in implementing security platforms for civilian operations in conflict zones, to include successful crisis management.
· Demonstrated problem solving capability in high-risk environments.
· Demonstrated experience supporting Department of Defense programs preferred.
· Demonstrated leadership, versatility, and integrity.
· Fluency in English required; Dari, Pashto or Arabic proficiency preferred.
· Must be able to obtain or currently have a DOD CAC card.

Working Conditions/Duration of Assignment :
This is a one year position and possibly for the life of the contract, based in Kabul, Afghanistan. This is an already established and ongoing contract.
