Org. Setting and Reporting
Reporting to the Assistant Chief for Special Operations, the Crisis Management Officer will be responsible for the day to day supervision and coordination of the crisis preparedness, emergency planning and support operations of the Security and Safety Service (SSS), Department of Safety and Security.

Responsibilities
Responsible for effective and efficient coordination of the SSS crisis preparedness, emergency planning, emergency logistics and related operations;
Assist on all matters of crisis response support - from preparation, maintenance, evaluation, exercising to implementation of SSS crisis management response capabilities;
Liaise with Host Country authorities to ensure effective coordination as required;
Maintain the effective functioning of the SSS crisis management organizational structure;
Support SSS senior management in developing SSS policies, plans and procedures related to crisis/emergency preparedness and response;
  • Provide operational and logistical support to be UN Crisis Operations Group (COG); Responsible for supervision of maintenance of the COG’s primary and alternative locations, including the communications equipment, ensuring that all displays, maps, instructions and SOPs are current, accurate and that equipment remains operational at all times;
  • Develop and deliver appropriate crisis management training and briefings to COG members, crisis response personnel and security supervisors/officers who require specific crisis response knowledge;
  • Supervise and manage day-to-day activities of the SSS Crisis Management Unit;
  • Coordinate the safety and security needs of the Crisis Management Unit ensuring that staff are properly equipped and are adequately trained to maintain crisis support preparedness;
  • Ensure constant and prompt updates of crisis response plans and procedures, emergency contact lists and distribution of same to all relevant operational personnel;
  • Coordinate logistical and administrative crisis response support arrangements with other divisions within DSS and with relevant entities within the UNHQ Secretariat.
  • Conduct appropriate research regarding crisis support best practices and business continuity for practical application of emerging innovations for use by SSS;
  • Review and provide necessary recommendations regarding modification to SSS procedures and guidelines; coordinates implementation and training of new procedures, as relevant;
  • Assist in the maintenance of the SSS Continuity of Operations Plan (COOP).
  • Undertake special projects as assigned by the SSS senior management.

EDUCATION
Advanced university degree (Masters degree of equivalent) in public administration, emergency planning, disaster management, security management, business administration or related field. A first-level university degree in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

WORK EXPERIENCE
A minimum of 5 years of progressively responsible experience in crisis management, crisis response, and/or emergency preparedness or a related security field. Experience in crisis response planning and coordination of complex crisis situations is required. Experience in working with Host Country first response agencies is desirable. Qualifying years of experience are calculated following the receipt of the first-level university degree recognized by the United Nations.

LANGUAGES
English and French are the working languages of the United Nations Secretariat. For this post, fluency in English, both oral and written, is required. Knowledge of other official UN languages is an advantage.
