JSI, LLC., a Joint Venture by MEP, Deco, Inc., and EOD Technology, Inc. seeks CJPS Contractor support for efforts to help transform and professionalize the Haitian National Police (HNP) and the Directorate of Prisons (DAP). These efforts are to help the Government of Haiti develop professional security institutions, accountable to and under legitimate civilian authority, that effectively combat criminal threat to law and order and perpetuate an environment of security and stability for the Haitian people.International civilian police advisors work typically involves assessing, monitoring, advising and mentoring the local civil police in order to ensure that law and order are maintained effectively and impartially according to democratic policing principles, and that human rights and fundamental freedoms
are fully protected.
General Responsibilities:
_Level I Police Advisors responsibilities may involve performing the full range of law enforcement and policing functions, such as patrolling and responding to calls such as burglary, theft, assault, sexual assault, murder, disturbances and family disputes. Other duties may be enforcing traffic laws, issuing citations, apprehending violators, preparing and submitting reports of patrol activities.
_Level I Police Advisor trainers: Advisors assigned as trainers will instruct local police officers in areas such as police patrol operations, police ethics, investigative methods and techniques, search and seizure requirements, firearms, defensive tactics, law and community relations. Advisors may also be required to assess training needs and current programs in order to propose new courses, determine the feasibility and effectiveness of proposed courses and identify instructors and resources in order to implement new courses. Advisors may be required to develop curriculum and instruct in a classroom or field setting in the knowledge, techniques and procedures necessary to execute the duties of police officers.
_Level I Police Advisor Mentors: Advisors assigned as mentors will interact on a frequent basis with members of the host nation law enforcement organization, observing, monitoring and advising host nation personnel on the full range of law enforcement responsibilities and capabilities. Mentors do not typically engage in classroom training, but provide key on the job guidance and support to host nation law enforcement personnel.
Minimum Qualifications
All police advisors shall have a combined total of eight (8) years work experience with at least five (5) years experience in their relevant field (i.e., state, local, country and/or federal law enforcement service), including one or more of the following skills sets:– Police training (basic, advanced, specialized)
Police mentoring
Specialized units (SWAT, riot control) training and assistance
Community policing
Border enforcement
Crimes against persons/property crimes investigation
Crime scene investigation and forensics
Traffic accident investigations
Gender mainstreaming
Civil disorder
Law Enforcement Intelligence
Stability police unit training/development
Narcotics investigations
Transnational crime
Proficiency in English, Haitian Creole and French highly desired.
Valid U.S. driver’s license and ability to operate a standard transmission 4×4 vehicle
Unblemished background
Excellent health and be able to pass requisite physical, medical and psychological tests appropriate to assigned mission/country
Valid U.S. passport
Negotiating, interpersonal and leadership skills
The ability and willingness to train other individuals in their area of expertise
Must pass a nine-panel drug test for THC, Cocaine, PCP (Phencyclidine), Opiates, Methamphetamine, Methadone, Amphetamine, Barbiturates, and Benzodiazepines
Desired/Preferred:
Experience in a training or civil affairs role
Prior experience as a CIVPOL mentor/advisor
Education/Certification/Qualifications:
Level I Police Advisor trainers must be certified instructors
