Overview:The Field Liaison Assistant is responsible for assisting the Narcotics Affairs Section (NAS) Law Enforcement-Intelligence Program Coordinator in institutional development, curriculum improvement, and daily logistics activities of this specialized bi-lateral Intelligence Center.
Primary Responsibilities:
Participate in the continual analysis and evaluation of the physical, infrastructure and capacity development needs of the Mexican law enforcement, military and intelligence institutions present at the Law Enforcement Intelligence Center to include assessments of the organizational and operational capacities of the various Law Enforcement Intelligence Center participants. These assessments will include training in tactical intelligence analysis and operational effectiveness.
Provide advice and assistance to Law Enforcement Intelligence Center U.S. and Mexico leadership in improving facilities and infrastructure as well as suggest training curriculum in the areas of law enforcement-intelligence through improved training modules and overall efforts at institutional modernization within the intelligence center.
Plan and develop training programs in accordance with US Embassy and US State Department goals and objectives, then undertake their implementation, while monitoring and reporting on significant developments.
Ensure USG provided commodities are effectively utilized and no fraud, waste or mismanagement in the program through continuous oversight and end use monitoring at all training sites.
Prepare, coordinate and assure the timely issuance of both one-time and periodic reports on the tactical analysis training program. Prepare periodic status reports, budget reports, and program reviews. Track progress of training in achieving larger Merida Initiative goals. May assist in escorting and arranging appropriate itineraries for official travel. Briefs Department, Congressional, Staff Delegations and other selected international dignitaries on the U.S. and host government narcotics control and related criminal justice programs as they pertain to State and Local Merida Initiatives.
Law Enforcement Intelligence Center leadership will have regular specially scheduled meetings to review progress and scheduling of course(s).
Attendance and reporting of agreements and new initiatives will be provided to NAS Mexico City as appropriate.
Maintain a running status report of work progress, scheduled courses and participants.
Provide a weekly activities report to NAS Mexico City, report will include but not be limited to a narrative of course activities, participants progress, significant events and or meetings and pictures when appropriate. Additional routine and specially reporting will be required as designated from NAS Mexico City.
Arrange for the contracting, purchase, transport and delivery to the end-user of a multitude of equipment, software, furniture, communications devices, document and media exploitation devices and other unique and specialized intelligence collection equipment, sources and methods,
Procure and provide investigative equipment and training programs in furtherance of the Law Enforcement Intelligence Center mission.
Conduct other duties and responsibilities as dictated by the Director of NAS Mexico City.
Logistics and Institutional Development Related Activities 90%
Assist the project coordinator and NAS staff with answering the needs of the bi-lateral law enforcement, military and intelligence agency customer by locating, procuring and delivering equipment and other items necessary for the establishment and smooth functioning of intelligence facilities that are being constructed and developed.
Assist the project coordinator to assess the intelligence training needs of the multi-agency Government of Mexico customer.
Identify training needs, locate instructors, provide guidance in the development of training curriculum and assist in the transportation and teaching needs of instructor and trainers.
Coordinate the day-to-day contact with host government law enforcement officials and responds to opportunities to improve their institutional capacity with the development of training and advisory programs.
Responsible for program management services including; design, development, planning, implementing, monitoring, budgeting, training and evaluation of the GOM law enforcement-intelligence operations and training activities. In this capacity, the Law Enforcement Intelligence Center Project Coordinator provides advisory services on wide-ranging policy, law enforcement and intelligence matters relative to US contributions and participation in law enforcement-intelligence development programs and civilian police operations under the Merida Initiative.
The Law Enforcement-Intelligence Center Project Coordinator organizes team(s) into the subject area of intelligence and works with Government of Mexico counterparts to focus on the development and review of the activities at this Intelligence Center.
Supervisory Responsibilities:
Minimum 5 years experience in leading and managing police operations or training in the US or overseas.
Education/Knowledge and/or Experience:
Bachelor’s Degree in criminal justice, law enforcement, or a similar field is required.
A minimum of 10 years law enforcement experience in state or municipality law required.
Excellent working knowledge of English (speaks, read and write).
Excellent knowledge of Spanish (speaks, read and write).
Demonstrate excellent verbal communication skills with clarity for all to understand.
Exhibit effective and concise written communication skills.
Speak well before groups of clients, organizations or employees in English and Spanish.
Listen and assimilate information presented in spoken words and sentences.
Basic computer knowledge and proficient in Excel spreadsheets.
Ability to manage law enforcement support and training projects in a foreign country, including promoting U.S. interests with host government officials, ensuring sustainability of projects through provision of appropriate training and maintenance, and have the ability to integrate competing needs of U.S. law enforcement, development, and security agencies.
Experience working overseas in a post conflict or reconstruction program is preferred.
The Law Enforcement-Intelligence Project Coordinator will utilize US law enforcement experience and knowledge in such areas as criminology, methodology of police investigations, intelligence cycle, crime scene preservation and investigation, technical surveillance/pursuit/cover, interviews and interrogations, under cover and sting operations, simulations, crime scene video and photography, radio communications and narcotics identification.
Must have experience in writing training plans, statements of works, standard operating procedures and detailed instructions.
Experience in drafting and authoring weekly, monthly and quarterly reports.
