The UNOPS Pakistan office (PKOC) helps to expand the capacity of the United Nations system and its partners to implement peace building, humanitarian and development operations that matter for people in need. Accountability for results and the use or resources, respect of national ownership and capacity harmonization within the UN and beyond, Services include Project Management, Procurement, Human Resource Management and Financial Management.
UNOPS has been supporting elections across the world. Through its expertise in project management, security, infrastructure, human resources, financial administration, logistics and procurement UNOPS has played a crucial role in supporting free and fair elections across the globe, facilitating the transition to democracy and boosting transparency in the public sector. UNOPS works closely with national authorities, United Nations partners, and other stakeholder to ensure credibility and transparency.

UNDP is implementing the Electoral Cycle Support in Pakistan Project with the Election Commission of Pakistan (ECP). UNOPS is supporting the implementing of UNDP Election Project Electoral Cycle Support for the Election Commission of Pakistan (ECP). The project is mandated to strengthen the Election Commission of Pakistan through increasing the capacity of the ECP to deliver its strategic plan, electoral laws, and procedures strengthening and improve the engagement of citizens, particularly women and youth in electoral process.

There is range of stakeholders in election process i.e. polling staff, security personnel, political parties, CSOs and voters etc. that can benefit from the correct information flow and their respective roles and responsibilities.

Functional Responsibilities
Under the direct supervision of the Project Manager, Security officer will be responsible for assisting in the administration and implementation of UNOPS’ safety and security policies and procedures in country office and project implementation areas. In particular, he/she will:
Maintain close contact and liaise with UNDSS, host government agencies and other UN offices to obtain the latest information regarding the security situation in the country and advise the Project Manager on latest trends and threats to staff safety and security.
Assist in the preparation and maintenance of the UNOPS in country security plan in accordance with the guidelines contained in the UN Field Security Handbook including updating national and international staff list.
Assist the Project Manager in analyzing security matters, and the level of risks related to UNOPS Project design, implementation and evaluation.
Assist in the preparation of security plans in Project field areas keeping in view the safety and security of the UNOPS local and International staff
Maintain a list of office staff and report to the office of the UNDSS
Assist in the security clearance of field areas and advise staff in planning their missions and visits accordingly
Have a regular briefing with the staffs on the importance of the use of communication devices in the field and city
Provide assistance in the conduct and follow up of investigation and reports on the security related incidents affecting UNOPS staff.
Maintain an accurate and detailed record of all security incidents occurring including vehicle accidents and prepare security reports
Ensure that all security administration (travel clearances, staff lists etc) is processed in a thorough and timely manner and archived for future access if required.
Ensure all relevant security information is disseminated in a timely manner to the appropriate UNOPS head office/sub-offices and their staff.
Ensure that HF/VHF radios and other emergency communications equipment is well maintained, programmed and tracked and train staff on usage and radio procedures.
Prepare all the weekly missions movement report and submit it to Project Manager
Make a daily report on vehicle movements and keep track of vehicles in field and offices in the city in collaboration with UNDSS
Make a weekly monitoring logbook of all vehicles and check if it complies with movements allowed by UNDSS
Briefing to staff on Warden and evacuation plan.
Check all communication devices are in good condition and operating properly.
Represent UNOPS at UN security meetings when required.
Guide, supervise and train the staff members, drivers and security guards assigned to all UNOPS offices; assess and provide recommendations concerning physical/structural security measures for all UNOPS facilities.
Any other duty assigned by the Project Manager. The individual is responsible to abide by security policies,administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

Education/Experience/Language requirements Bachelors degree in public administration/businessadministration, management, social science or security related field is required;
Minimum of 3 years of relevant experience, preferably within the UN agencies
Fluency in English and Urdu language is a must.
