Project Manager “Civil-Military Relations” (100%) , Tunisia

The Geneva Centre for the Democratic Control of Armed Forces (DCAF) is an international organisation with 61 member states. DCAF helps its partner countries achieve good governance of the security sector, adjusting legal frameworks and developing institutions and practices. DCAF is known for its ability to implement projects in complex and dynamic environments. DCAF works with governments, parliaments, security and justice providers, international organisations, civil society and media to assist the development of transparent and accountable governance of the security sector.

Responsibilities:
Reporting directly to the Chargé de Mission for Tunisia, the Project Manager shall: • Manage and develop ongoing and new projects in the field of civil-military relations • Develop and implement budgets, monitor all financial transactions related to the projects • Maintain and develop DCAF’s
network of partner organisations • Assist in managing donor relations, drafting project proposals as well as narrative and financial reports • Assist in preparation of various reports and statements relating to project performance indicators and outcomes, including intermediate outcomes • Develop communication and training materials in relation to the projects in the field of civil-military relations and DCAF’s country programme

Requirements:
• An advanced degree in political or social sciences, business administration, public administration, development, or equivalent qualification. • A minimum of 5 years work experience in the field of civil-military relations, defence reform, defence budgeting, and/or work with specialised parliamentary committees dealing with security and defence. A first hand experience in the related military, civil service or parliamentary field constitutes an asset. • Proven track record in managing complex projects, preferably in the MENA region or in a developing country • Very good command of both oral and written French and English; knowledge of Arabic is considered an asset • Strong communication skills, ability to work in an international team and with local partners • Cultural sensitivity, ideally familiarity with the Arab world
