Overview of APOPO:
APOPO is an innovative and growing social enterprise that trains rats to detect land mines and tuberculosis in developing countries. APOPO has stepped up its war on landmines and aims to spread the use of its unique rat detection and land release methodology through its Mine Action Programs that incorporate the integrated tri-system of Mine detection rat, Manual deminers and Machines. APOPO employs over 200 staff in Mozambique, and has Mine Action operations in Mozambique, Angola, and Thailand.

Overview of role:
We are seeking a Programme Officer to support our Mozambique Mine Action Programme. Reporting to the Programe Manager, the Programme Officer's role involves a wide range of responsibilities including proposal development, donor reporting, grant monitoring, management, information and communication management, administration and contract compliance.

General requirement
Broad experience in proposal development, donor reporting, partner/donors relations, grant monitoring, management, information management, administration and contract compliance
The ability to produce written material of a very high quality and prioritise a heavy workload to meet deadlines is essential.
Experience of working overseas, preferably within a challenging environment, and able to demonstrate the ability to work independently.
Knowledge of the Humanitarian Mine Action sector is not a requirement but would be an asset.
Able to demonstrate awareness of personal security, cultural sensitivities and a diplomatic manner.
Ability to travel to APOPO's operational bases across Mozambique as and when required as well as abroad if needed.
Fluency in written and spoken English is a requirement. .

Principal ResponsibilitiesDonor and partner related activities
Coordinate the collection of information, and draft funding proposals and budgets for submission to donors, as directed by the PM, using the Proposal template.
Liaise with partners and donors
Provide support to the PM in identifying and collecting information on possible future donors and funding opportunities to support APOPO activities.
Support the PM in creating and maintaining relationships with donors, partners and other parties as required.
Planning and organizing programme visits by APOPO staff, donors and partner agencies.


Grant Monitoring
Provide day-to-day monitoring of grants, contracts and expenditures according to work plans agreed by the PM
Support the PM to ensure that the country programme business plan objectives are achieved in regards to grant management and preparation of donor reporting.
Provide timely and accurate information, analysis and reports on current grant and proposal status as required by PM and APOPO HQ.
Assist in the monitoring of contracts and MoUs, and in monitoring the progress of projects conducted by grantees of APOPO.
Provide relevant support to local grantees to ensure that contractual obligations can be fulfilled.


Information and Communication Management
Develop and maintain systems for recording programme activities and outputs
Provide relevant materials, case studies, photographs, events and media contacts in line with
APOPO’s corporate profile, identity and message as directed by the PM and in co-ordination with APOPO HQ Communications Department.
Establish appropriate internal reporting formats and ensure effective internal information flows.
Follow and update the APOPO’s internal communication and sharing system, Smartsheet, for the Mozambique programme.


Business Planning
Contribute towards business plans and budget as directed by the PM.
Support the PM in his/her in-country Public Relations/Communications role.
Support the PM as required in the planning and implementation of research, activities and events within the programme area
Liaise with HQ to ensure that required general programme and country data is communicated effectively.
Provide input into regular in-country management meetings
Participate stakeholder and other meetings on behalf of the PM as required
Assist in the monitoring and evaluation of programme business plans and activities
Assist in the process of national staff capacity building, identifying training needs and providing mentoring support where appropriate
