Deloitte Consulting LLP seeks a Security Manager to support ongoing operations in Afghanistan, particularly the Economic Governance and Growth Initiative and other projects as required.
Assignment and Background InformationCurrently there are approximately 7 expatriate Deloitte advisors assigned to the EGGI project. These advisors work at a project office in Kabul, other locations in the city, and as necessary intermittently travel to provincial locations around Afghanistan. The number of advisors fluctuates based on USAID and Afghan counterpart needs. Deloitte has an ongoing interest in maintaining security procedures and policies that meet the uncertain risk environment in Kabul and our Provincial operations across Afghanistan. Accordingly, Deloitte has contracted for 24/7 private security services to protect our advisors and other assets. Deloitte has an interest in verifying that the security services contracted with our security providers are appropriate for the current conditions and are being implemented in accordance with the contractual agreements in place. Additionally, given the expected transition of subcontracted security services from the current-state Private Security Company construct to a combination of both Afghan Public Protection Force (APPF) and Risk Management Company (RMC) security support, Deloitte will need to closely monitor the provision of security services for the EGGI project.
The Security Manager will be responsible for the health and safety of all Deloitte personnel in Afghanistan as well as the security of the Deloitte office, residences and material in Afghanistan. The Security Manager will interact with the APPF, our RMC, and the Regional Security Officer's (RSO's) office at the US Embassy on a daily basis and provide expertise and ensure that the control measures are in place for advisers to work and move around the country within acceptable safety parameters. He will also manage all matters related to field security and serve as Deloitte's security point of contact in Afghanistan.
The specific position tasks will include:
1. Serving as the primary Deloitte manager for physical and operational security in Afghanistan;
2. Discussions with USAID-COTR on staff security protocols;
3. Providing quality management and oversight of all subcontractors and their compliance with USAID contracting regulations, rules of engagement, the Afghan laws pertaining to security operations and will require the ability to inform in country and firm management on specific information; and,
4. Serving as the EGGI project liaison with Deloitte and Global and other security companies as well as the US Embassy RSO on matters related to the physical security of Deloitte personnel in country.
5. Performing quality assurance and quality review of all security related subcontracts; and,
6. Other duties as needed.
Deliverables and reporting responsibilities will include:
1. Daily security reporting and travel coordination for all Deloitte personnel traveling in or out of Afghanistan;
2. Briefing team members and short-term consultants on the security situation upon arrival;
3. Updating emergency action plans and security protocols;
4. Updating all physical security guidelines and actions related to an emergency or security incident; Documenting security incidents; and,
5. Providing execution support for any actions taken by Deloitte Consulting.
Level of Effort and Timing
The period of performance for this position will be October 1, 2012 through September 30, 2013 or as extended or abbreviated by either Deloitte or our client. .
Required:
Candidate should have significant experience (six years minimum) in either professional USAID operations, security environments or military experience to include the following skill areas:
· Project Management and liaison with US Government agency representatives
· Security Planning
· Security Advance Party
· Threat Assessment
· Facilities - Perimeter Defense, CCTV Installation/Control, Surveillance, Sweeps
· Transportation - Driving/Walking Drills, Offensive/Defensive Driving
· Personal Protection - Unarmed Combat, Small Arms
· Survival Training - Desert, Arctic, Jungle, Temperate, Resistance to Interrogation
· Leadership - Team Staffing/Oversight
· Threat assessment/site surveys, route reconnaissance and convoy protection, CPP of VIPs, defensive driving (including escape and evasion), vehicle search techniques, utilizing advanced security equipment, surveillance and counter surveillance.
· Security Management: Plan and manage comprehensive personal security operations to protect assets. Conduct Security Advance Parties, Threat Assessments, and Vulnerability Analyses.
· Route Planning: Plan and monitor route selection reconnaissance.
· Management: Achieve Total Quality Management. Resolve conflicts productively.
· Communications: Conduct advisor security meetings and client meetings. Effective Public Speaker. Effective writing skills to include daily correspondence with home office and project leadership, preparation of client deliverables and other documentation as required
· Financial: Plan and manage operating budgets to achieve business goals for profits and cost control.
· Training/Staff Development: Design and conduct strategic and tactical training programs and field maneuvers for managers and staff.
· Personal Protection: Qualified in U.S. State Department High Threat Personal Protection, Unarmed Combat, and Small Arms.
· Search Procedures: Conduct protective searches of vehicles and buildings.
· Vehicle Operations: Trained and qualified in Advanced Defensive Driving, Armored Vehicle Driving, and Vehicle Maintenance.
· First Aid/Rescue: Qualified in CPR. First Aid, First Responder, and Battlefield First Aid.
· Weapons: Expert Marksman.
