Terms of Reference

Office: Gruppo Volontariato Civile (GVC) Mission to Afghanistan
Position: Security consultant
Job site: Western Region with possible travels to Kabul and Eastern Region
Starting date: Immediately
Duration: 3 months in 3 modules of 1 month each within next 6/9 months
Report to: Country Representative

Background:
Gruppo Volontariato Civile - GVC (www.gvc-italia.org) is an Italian NGO active in more than 20 Countries worldwide. It has been present in Afghanistan in various periods since 2002, working in gender, childhood, agriculture and infrastructures in Kabul and Central Region as well as in the Western Region, where it has concentrated its activities since 2008. After an initial startup and establishment period when programmes have been implemented within and near the city of Herat, GVC is now willing to expand its action toward more remote and complex areas of the Country, such as Eastern part of Herat Province, Badghis Province, Farah Province, etc. Hence, there is a need to revise, reinforce and develop the organizational capacities in security management. In order to do that, GVC has planned a consultancy mission divided in three one month modules.

General aim and objective of this consultancy:
The Consultant is responsible for providing GVC with technical expertise in the overall organization and management of staff and Office security and safety, as well as provide the Mission with situational anaylisis focussed at enlarging and improving its area of activity rather than just stating the actual situation. The three modules will be implemented during second half of 2012/first quarter 2013. The following is the complete task list for the overall mission, and they will be allotted to the each module upon discussion with the consultant.

Key responsibilities/duties:
Provide an overall analysis of context and risks associated to CVG actual sectors and areas of activity
Provide an overall analysis of actual CVG strengths and weaknesses in security management
Identify adequate measures/strategies to minimize risks and their impact with reference to CVG inner structure
Identify adequate measures/strategies to improve and increase CVG capacity to work on the field
Summarize and abridge the above findings in a revision of Mission’s security guidelines, which should focus on (but not be limited to):
Do and don’t for CVG stafF
Post incident management
Movements rules
Decision making process

6. Support the Country Office in recruiting a national staff for the post of security officer
7. Support the Country Office during assessment and feasibility exercise.

Key qualifications:
University or Master Degree, preferably in fields related to security management
at least 5 years, of which at least 1 year in Afghanistan, of professional experience in security management/analysis with international aid organizations in countries with complex security situation
very good capacity of analysis and synthesis
good coordination and organization skills and capacity of indipended working
good attitude toward team work and capacity to work in a multicultural envirnoment
very good command of both spoken and written English

Desired skills:
Dari/pashotoo language
Specific knowledge/experience of Western and Eastern Region of Afghanistan
