JOB OVERVIEW
To provide advice and assistance to support security, health and safety management in all Tearfund activities in the South Sudan programme. Within this, specific responsibilities are:
To ensure the senior management are trained in security management
To develop and maintain Tearfund’s security policy and assist the field management in maintaining such practical facilities, as necessary.
To liaise with other organisations, notably UNDSS, to coordinate security plans and information exchange as necessary.
To monitor the outworking of Tearfund’s health and safety policies and recommend any issues of compliance to be addressed to the line management.
POSITION IN ORGANISATION
Reports to Programme Director
Advises Senior Management Team, Area Coordinators, Base Managers, Field Logisticans and Project Managers
Liases with International Safety Coordinator in Tearfund’s HQ in the UK
ORGANIZATIONAL REQUIREMENTS
The post-holder will, at all times, carry out their responsibilities with the utmost respect for the protection of children in accordance with Tearfund’s Child Protection Policy.
The post-holder will be required to actively participate in the spiritual life of Tearfund in the following ways:
To model godly leadership in all aspects of character and conduct.
To lead or contribute in Christian worship, prayer, teaching and biblical reflections during collective staff prayer times and encourage staff to attend as is appropriate.
To be committed to and share in the outworking of Tearfund’s Mission, Purpose,Values and Beliefs statement.
To actively work and live in accordance with Tearfund’s Statement of Faith and Tearfund’s Christian ethos.
To pursue and maintain a Christian faith through ongoing personal spiritual development and a relationship with God.
To provide support and spiritual encouragement to staff and colleagues, in line with biblical principles.
The post-holder will be expected to behave in accordance with Tearfund’s ‘Code of Conduct’ as referred to in the Personal Conduct Policy.
KEY RESPONSIBILITIES
CORPORATE POLICY AND COMPLIANCE
Contribute towards promoting and adhering to Tearfund’s Purpose, Basis of Faith, Core Values and Operating Principles.
Undertake all activities in accordance with internal management systems and policies, and monitor field-based operations to maintain compliance.
To develop, implement and maintain security policy and procedures for all field operations, offices, accommodation, warehouses and the personal security of staff
To provide training and capacity building to staff at all levels in security management issues as required.
Ensure that security procedures are understood
To review and update security plans in line with up to date information
Assist field management in the preparation of such reports as required under the security policy for senior management.
To encourage SMT staff members to attend UN security briefings, to co-ordinate with UN, other
relevant agencies and NGOs on all security issues, and to be well-informed of the security situation within their areas of operation.
To be responsible for ensuring radio communications procedures are implemented correctly and consistently within the programme, and providing training where staff are less experienced.
To monitor and advise on the compliance of Tearfund’s health and safety standards in the field.
To advise on improvements to the physical compounds within the programme
Assist in communicating mission, purpose, strategic and programme goals and objectives amongst project staff to create mutual understanding and ownership.
TEAM MANAGEMENT
In conjunction with the Country Director and Human Resources Manager, assist in defining training needs and support the management and implementation of in-country technical training & development programmes for new and replacement staff.
Development of training mechanisms of all key staff in good security management
EXTERNAL REPRESENTATION
Build positive working relationships with sector-related personnel in SSRRC, local communities, UN, NGO and donor agencies.
Accompany Country Director to security briefings and meetings and develop ways of sharing information
GOOD PRACTICE AND INSTITUTIONAL LEARNING
Ensure that all aspects of the Programme are managed and implemented in accordance with signatory codes of conduct and accepted good practice.
Ensure learning from reviews, evaluations and audits is understood and disseminated to field, UK based stakeholders and other operational programmes. Ensure learning is placed on internal knowledge management channels (e.g. with the Security Coordinator in the UK).
Create structured opportunities to encourage learning from project staff and identify case study themes / issues from project experience for analysis, dialogue and possible formulation into emerging best practice and policy.
Ensure project design and execution is compatible with local cultural norms, paying particular attention to gender issues and conflict management.
LOGISTICAL/TECHNICAL SUPPORT
Advise Logistics Coordinator on material and equipment specifications for security specific issues.
