National Security Officer - OSCE Centre in Bishkek

Under the supervision of the Centre in Bishkek Security Officer and guidance from the Senior Field Representative of the Head of Centre, the incumbent will be responsible for all physical security measures related to security/crisis readiness and prevention in the Osh Field Office and LPC offices in the Southern Kyrgyzstan.

Tasks and Responsibilities
The incumbent will be a member of the Security Management Team in the Osh Field Office and be assigned to:
- Assisting the Senior Field Representative of the Head of Centre in the execution of responsibilities with regard to the security of the OFO staff and property;
- Maintaining and updating security plans, contingency plans and security listings of mission staff; ensuring that plans for relocation/evacuation to safe havens are current and implemental;
- Enforcing movement control and security clearance policies and overseeing the daily status report of the OFO staff;
- Conducting regular appropriate exercises (e.g. fire drills, communications tests, evacuation) to ensure staff preparedness for emergencies;
- Conducting security surveys of residences and office premises; putting in place appropriate arrangements to secure them;
- Selecting, training and supervising security guards; ensuring that good health and safety practices are followed as well as implementing laid down procedures;
- Ensuring that OFO mission members are kept informed on matters affecting their security and that appropriate arrangements are made for briefing newly arrived staff;
- Co-operating closely on security issues with other organizations operating at the duty station, developing good contacts with the national law enforcement agencies with a view to obtaining the best possible protection for mission staff and property;
- Reporting on all cases in which mission staff have been a victim of criminal acts or any security related incidents and following up on those cases;
- Performing other related duties as assigned such as ensuring in close co-operation with IT, good state of repair of all security and communications equipment and that the appropriate level of confidentiality is maintained with regard to security matters.
- Performing other tasks and duties as required.

Necessary Qualifications
- University degree in law, political or social sciences or military/police academy training equivalent to a first level university degree;
- A minimum of two years of progressively responsible professional experience in security-related matters in military/police operations. Experience in an international or mission environment would be an asset; Computer literate with practical experience in Microsoft packages;
- Excellent written and oral communication skills in English, Russian and local knowledge of other OSCE languages would be an asset;
- Ability to work with people of different nationalities, religions and cultural backgrounds.
- Possession of a valid driving license
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.
