As part of the DFID-funded Strategic Support to the Ministry of Interior Programme (SSMI), Coffey International Development is seeking to employ a consultant to research, plan, implement and evaluate a multi-layered, scenario-based corporate leadership simulation exercise for senior officials and police commanders in the Ministry of Interior (MoI). The exercise will be repeated three times consecutively and contribute to a programme of competency-based learning for senior leaders in the MoI and Afghan national police.
Job responsibilities:
Conduct research on academic, government, or other organisational experience with national-level simulation exercises designed to test analytical thinking, judgement and decision-making in political, national security, health, major disaster, critical infrastructure, public safety or other crises, and to identify principles and best practices for designing and implementing such exercises,
Consult with Afghan government and MoI officials, other Afghan institutions, international civil servants, police and military present in Kabul, academic and other experts on developing and running scenario-based simulation exercises, and combine knowledge gained with research findings and own experience to develop a challenging three-day scenario-based simulation exercise for the training of senior Ministry of Interior and police officials at the corporate level
Form a small team of representatives from SSMI, MoI and other government agencies, and from international agencies to develop and test a three-day multi-layered, scenario-based simulation exercise that provides training for officials drawn from many different departments and units of the MoI and national police
Develop performance measures for the exercise and an evaluation methodology
Coordinate the participation of up to 90 officers spread over three repetitions of the exercise
Conduct the exercise
Conduct a post-mortem/feed-back session on the exercise on the third day of each repetition of the exercise
Conduct the evaluation
Produce a report of the exercise with assessment and recommendations
Qualifications:
Experience in conducting major scenario-based simulation exercises, preferably at the national level
Experience of working with senior ministry officials, senior police leaders or other public sector or emergency response personnel or organisations
Understanding of the political, public interest and news media dimensions of major events or crises and ability to integrate the question of accountability into simulation exercises
Consultancy experience in international development projects
Collaborative, team oriented individual with excellent communication skills
Knowledge of Afghan operational context an asset.

Scenario-based simulation exercise plan and materials in Dari and English
Delivery of the exercise
Report with an evaluation section, conclusions and recommendations
Period of employment/rotation: 48 days between January 7 and March 1, 2013
