The core purpose of the HR Manager G4S Secure Solutions (Afghanistan) is the provision of an end to end HR service to enable and support the operational performance of G4S SS. Although housed in Anjuman Base Kabul, the incumbent must be willing and able to carry out work in other company business locations as required.
The workforce consists of three employment groups, Expatriate, Nepalese (TCN) and Afghan (HCN) employees. The HR Manager is accountable to the Programme Director for the effective daily management of all HR activities required to meet the routine and anticipated needs of G4S SS.
Role Responsibility:
The effective management of all HR and staffing requirements to sustain all elements, central and remote that make-up the G4S SS operation.
To forecast, plan and facilitate expatriate manpower requirements to deliver service on all G4S SS contracts in partnership with the Programme Director. This includes planning leave rosters in conjunction with fellow managers.
Responsible for the supervision and coordination of all internal and external air and ground movements of staff to meet deployment, rotational or recovery needs.
To implement and update Standard Operating Procedures; including requirements such as:
Conditions of individual contract (Expat, TCN and HCN)
All Identity Card requirements for security both internal and external.
Investigations and administrative audits and reviews.
Insurance claims and procedures.
Health care and welfare.
Incident NOTICAS equivalents.
Repatriation / death or injury management.
Terminations of contract and employment regulations
Administrative support to Disciplinary Process.
HR duty of care and liability procedures.
Media advice and procedures in conjunction with Country Management.
Appraisal reports.
Monitor HCN and TCN pay.
Liaise with G4S London and Jersey as required on Human Resources issues.
To be the line manager, mentor and train TCN and HCN administrative personnel in G4S policy, procedures and practice.
To compile reports, returns and submissions as required by Country Management. These include but are not limited to:
Establishment Table
Weekly manning return
Monthly headcount
Leave accrual return
Monthly arrival / departures report
Monthly A & T status report
Maintain links for the Programme Director on all manning issues to the PM at all site locations where personnel are deployed.
Ensure that existing and future contracts engaging local nationals are correctly administered.
Control and management of the administration office and staff in the Country office Kabul.
To manage and produce manpower forecasts, gap analysis and risk mitigation or contingency management plans as directed by the Programme Director.
To attend those meetings directed by the Programme Director.
To conduct the recruiting, selecting and screening and vetting of HCN and TCN personnel for positions within G4S SS.
The preparation and submission of all documentation required for PSC Regulation purposes.
To manage and forecast administrative related equipment and resources within G4S SS.
The Ideal Candidate:
Proven HR and administrative experience at a managerial level, ideally gained in a hostile environment
Able to build and maintain effective relationships
Understanding of military cultures
Able to translate corporate policy into local implementation
Capable of operating in a hostile environment
Tenacious and resilient in dealing with complexity and ambiguity
