Security Advisor Country: Niger Duration: 12 months Full time Position with: 40 hours
The objective of OXFAM work with other partners to find lasting solutions to poverty, suffering and injustice.
Mission: To advise and provide support to Oxfam Niger to assess threats and security risks and proper management of the safety of persons and property.

BUDGET RESPONSIBILITY: -

FUNCTIONS 
 Provide specialist advice or specific skills to the team OXFAM country closely and in coordination with the CLT. 
 Participate in the local program or on the broader security strategy, which involves collaboration with other departments. 
 Participate effectively in lobbying and advocacy on issues of security

MAJOR RESPONSIBILITIES 1. Assist and advise the CLT to ensure a proper system of security management: • Context analysis and risk assessment in the country and particularly in the areas of work and intervention from OXFAM. • Develop a comprehensive analysis and multidimensional security risk in the country to implement and continuously update an appropriate strategy for management of security risk. • Make a risk assessment in new areas of potential intervention. • Make regular visits to areas covered by the program to help review and update procedures and safety precautions. • Manage and contribute to the updating of the plan of safety management by emphasizing the importance of regional dynamics, conflicts and community acceptance of work and the presence of OXFAM. • Contribute to ensuring that the security situation is systematically followed in the countries and areas of intervention of OXFAM, in accordance with the protocols and tools for OXFAM. • Help ensure that administrative departments (HR, Administration and Logistics) have procedures adapted to a good security management. • Provide support to CLT in crisis management in case of post-incident response, and monitoring and evaluation.


Provide advice and assistance for the establishment of an appropriate strategy and detailed for the acceptance of Oxfam in the country and in its specific areas of intervention. For this, a networking among program managers, communication OXFAM and lobbyists is necessary.
Create a network to report the specific safety information, monitoring and evaluation, and ensure that the information is recorded, analyzed and disseminated regularly to Oxfam affiliates in the country.
Identify training modules and provide training, field and office personnel on national and international issues, procedures and protocols for managing security risk in accordance with the standards of OXFAM.
OXFAM representative in meetings and forums on safety involving other agencies, organizations and institutions and help build networks and relationships with key players in information gathering.
Guide to personal habits of behavior pro-security and facilitate a process to improve the safety culture within programs OXFAM. Ensure that staff clearly understand the role and responsibilities regarding the security management and the importance of compliance with established procedures.
Provide staff OXFAM regular updates on safety and accurate.
In coordination with all Oxfam affiliates in Niger, regularly update the existing safety plans and in particular the following points: • Indicators of threat and vulnerability security levels • • Evacuation Plan • Communication Strategies Safety and Security offices and homes • Introduction of staff and visitors to safety issues

SKILLS REQUIRED 
• A successful track record in security evaluation, planning and implementation of procedures in the context of humanitarian operations of the UN system and NGOs. • Proven skills in negotiation and influence of internal and external audiences, including in difficult conditions and under pressure.
• Demonstrated experience in the field of field training. • An ability to advise and assist the staff in a consultative approach. • Excellent interpersonal skills in communication, and an ability to maintain composure at all times and not lose sight of strategic priorities. Be efficient and organized. • A clear understanding of the importance of gender in security and humanitarian work and development. • An understanding of cultural differences and an ability to work in very different cultural contexts. • Be consistent with the objectives of Oxfam. • A thorough knowledge of written and spoken French and adequate experience of English are essential.
