Background
Recruitment for a roster of Security Experts primarily for election observation activities of ODIHR.
The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. It is also leading agency in Europe in the field of election observation. It co-ordinates and organizes the deployment of several observation missions with thousands of observers every year to assess the compliance of elections in OSCE participating States in line with OSCE commitments, other international standards for democratic elections and national legislation. Its unique methodology provides an in-depth insight into all elements of an electoral process, and permits to make concrete recommendations to further improve electoral processes.
Tasks and Responsibilities
Under the direct supervision of the Head of the ODIHR Election Observation Mission (EOM) and with guidance from the ODIHR Logistics and Security Officer, the Security Expert of the ODIHR Election Observation Mission will develop a security plan and implement measure to reduce risk and improve physical security conditions during an Election Observation Mission. Acquire knowledge of the security, political and electoral situation in the country; Acquire knowledge of the ODIHR Election Observation Handbook, OSCE Security Instructions, ODIHR Standard Operating Procedures (SOP) for Security Experts, and other relevant materials, such as risks/threat assessment prepared by ODIHR; Provide advice to the Head and Deputy Head of the Election Mission on security issues as required. Co-ordinate and ensure that all necessary security and safety arrangements are provided to the election observation mission (including to the core staff, long-term (LTO) and short-term observers (STO) and all other persons/delegations/organizations participating in ODIHR co-ordinated observation of the elections); Advise on the choice of the Election Mission office (when applicable), in accordance with ODIHR Election Expert SOPs; Advise core team members when selecting their temporary residence regarding suitability from a security perspective; Issue appropriate security instructions for the Election Mission core team members, LTOs and STOs; Issue personal safety guidelines, emergency contact list; Issue aide memoire with all essential phone numbers to all observers that will also cover emergency & evacuation instructions; Set up a round the clock Security Operations Desk during the entire stay of STOs; Fully support the activity of international core team members, LTOs and STOs during the course of their work, respond to their inquiries and follow up as appropriate with the relevant authorities. Prepare a comprehensive security plan for the observation mission in accordance with ODIHR Security Expert SOPs, utilizing prepared templates, including building and country evacuation plan and contingency plans for potential security emergencies; Implement appropriate measures to protect mission treasury and cash; Ensure adequate office protection, including fire safety equipment; Issue safety in the Office Instruction. Briefings and Reporting
Provides briefings, emergency contacts, travel safety instruction, travel restrictions, personal safety guidelines, check-in system for LTOs and STOs (i.e. a Warden System); Responds appropriately to security concerns and problems identified by any mission member; Monitor news regarding security related incidents in the mission areas of operation and provide appropriate situation reports during daily staff meetings; Prepare regular reports (updates) on the security situation for EOM staff and the ODIHR Logistics and Security Officer; Conduct security briefings for the election observation mission, international LTOs and STOs and all other persons/delegations/organizations participating in ODIHR co-ordinated observation of elections; Maintain records of all security incidents in the country and immediately notify all concerned; Prepare briefing material on security issues as requested by the Head or Deputy Head of the Election Mission; Prepare a weekly report on security issues in the mission area to the Deputy Head of the Election Mission and OSCE/ODIHR in Warsaw; At the conclusion of the mission prepare a report to Head or Deputy Head of the Election Mission, Election Department, and the ODIHR Logistics and Security Officer about any relevant issues and recommendations concerning security.
Necessary Qualifications
Education First-level degree in Security, Risk or Crisis Management or equivalent relevant security experience in a field environment combined with vocational training in these fields.
Experience Must have at least four (4) years relevant, verifiable field security management experience, preferably in an international organization such as the OSCE or the United Nations. Part of this experience would ideally have been in election observation field and/or conflict or post-conflict environments.
Knowledge Thorough understanding of modern physical security practices, risk assessment, asset protection and personnel safety and security.
Abilities Must be an excellent communicator both oral and written in English. Be capable of addressing large groups, effectively and concisely communicating security and safety policies and instructions. Knowledge of other OSCE languages, particularly Russian, is an asset.
Must be capable of establishing and maintaining positive working relationships with counterparts in adjacent international organizations, host government political and law enforcement officials, bilateral national embassies and commercial enterprises.
Must be capable of working with and developing a team of personnel from various cultures, ethnicities and religions.
Willingness to travel on short notice and to difficult areas. Ability to cope with physical hardship and willingness to work extra hours and in environments that may have limited infrastructure.
Remuneration Package
