Job Description
Position TitleOperations Manager
LocationOCONUS – Afghanistan
Description of WorkPlan, direct, and coordinate human resource management activities of Contractor personnel. Provide office management and administration of Contractor support augmentation personnel. Liaison directly with the USFOR-A JENG Theater Transition Team and 1st Theater Sustainment Command, while assisting and advising Marine or Army BOS-Is, Task Forces, or RCs.
 
Responsibilities
· Advise the team on organizational policy matters such as Equal Employment Opportunity and sexual harassment, and recommend needed changes.
· Analyze and execute training needs to ensure team executes work in accordance with Health and Safety Programs.
· Supervise BCAT members during execution of their responsibilities.
· Maintain records and compile statistical reports concerning Contractor personnel-related data such as hires, transfers, performance appraisals, and absenteeism rates.
· Interpret Contractor labor contracts.
· Facilitate change in organization to help transition all levels.

· Forecast future Contractor staffing and organizational equipment needs.
· Facilitate in-briefs with BOS-Is in order to transmit enablers BCATs bring to the BOS-I, review the BOS-I base closure plan, transmit actions required prior to arrival, and support requirements while on site.
· Ensuring all FRAGOs, Taskers, policy letters are properly distributed, understood and followed by all members of the BCAT to ensure no missed suspense dates.
· Gather information, develop briefings and provide status reports as necessary for BOS-I operations.
· Understand supply systems, policies, procedures, data systems, transportation, and classes of supply.
· Ensure all reporting requirements are met in accordance with the Performance Requirements Summary.
· Maintain security of all classified information to include base closure dates, voice communications and hardcopy materials. Report to the COR immediately any incidents of loss of classified information or spillage of classified information to non-classified systems.
· Develop and provide reports, charts, and briefings as requested by the government and according to commander’s policies.
· Coordinate and track transportation and equipment requirements for BCAT team members.
· Be able to manage multiple teams as necessary for teams operating within the same RC or on the same base.
· Serve as a liaison, or delegate to respective BCAT members, to facilitate coordination with key base closure/transfer enablers including Mobile Redistribution Teams (MRTs), Environmental, Real Estate, contracting, etc.
· Provide feedback to the respective enablers, USFOR JENG, and 1st Theater Sustainment Command on status and issues if milestones and suspenses are not being met.
· Ensures Base Transition Smartbook and Base Closure Transfer Policy Standard Operating Procedures are utilized throughout the process; makes recommendations for revisions to USFOR-A JENG as required.
· Consolidate requests for information (RFIs) and actions them through enablers for resolution
· Develop after action reports and reviews in order to capture lessons learned to facilitate future base assistance visits.
Skills· Ability to communicate both verbally and in writing to all members of the organization in a clear and concise manner.
· Comprehend Contractor principles and procedures for training, compensation and benefits, labor relations, and personnel information systems.
· Business and management skills involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources.
· Arithmetic, algebra, statistics, and their applications.
· Structure of the English language including the meaning and spelling of words, rules of composition, and grammar.
· Understand Contractor resources available for referral of employees and how to quickly diffuse a critical situation.
· Read and understand information and ideas presented in writing.
· Listen to and understand information and ideas presented through spoken words and sentences.

Qualification Requirements
· A Bachelor’s Degree in Human Resources, Business Administration, or Logistics Management is required. An additional five years of management experience shall be considered an acceptable substitute for the Bachelors’ Degree.
· Secret Clearance.
· Five years of logistical and managerial experience.
· Ability to utilize higher level functions in MS Excel, Word, and Power Point.
