Background
The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR is active throughout the OSCE area in the fields of election observation, democratic development, human rights, tolerance and non-discrimination, and the rule of law. ODIHR's assistance projects and other activities are implemented in participating States in accordance with ODIHR's mandate.

Tasks and Responsibilities

Under the general supervision of the Second Deputy Director, Chief of Fund Administration, the incumbent will manage the Logistics and Security Unit, comprising nine staff members. The incumbent will also supervise short term consultants engaged as Security Experts for Election Observation Missions (EOM) and other ODIHR field activities, and oversee ODIHR security contractors. The Incumbent will perform the following logistics functions: manage all aspects of personnel, facility and operational security for all ODIHR activities, goods and services receipt and shipment as well as non-ICT Election Observation Missions (EOM) equipment management. More specifically, he/she will perform the following duties:

Continuously monitoring political security issues in the OSCE area, paying particular attention to situations that could represent a risk to ODIHR personnel; Conducting threat assessments for ODIHR in Warsaw, for EOMs throughout the OSCE area and ODIHR-organized events, such as Human Dimension meetings; Reviewing and updating ODIHR and EOM security, evacuation and contingency plans as well as designing,
updating and implementing security procedures; Co-ordinating the actions of ODIHR staff designated with security and emergency control roles during security-related incidents; preparing drills and exercises to ensure staff preparedness for emergencies (e.g. fire, bomb threats, etc.), acting as a key member of the ODIHR Crisis Management Group; Advising ODIHR’s management and staff regarding logistics and security-related policies, procedures and issues; ensuring that all newly-arrived staff are briefed on security, health and safety issues; Developing and maintaining contacts with embassies, international organizations, OSCE field operations and OSCE Security Management Unit to ensure optimal protection for ODIHR staff in Poland and the field; Managing logistics processes in compliance with the OSCE Regulatory Framework and best practices, ensuring availability of proper guidance and training on OSCE/ODIHR logistics procedures to ODIHR staff; providing oversight of logistics operations undertaken in relation to ODIHR activities; Ensuring that logistics activities meet thematic Programmes’ needs; co-ordinating activities with Programmatic, and other Common Services Units; Supervising the Logistics and Security Unit, EOM Security Personnel, security contractors for ODIHR’s permanent presence as well as temporary venues; Developing and managing the Unit’s budget; and Performing other related duties as required.

Necessary Qualifications

University degree in business administration, material management, security, risk management or IT-related field; Minimum of six years progressively responsible professional experience in logistics and/or security in an international, commercial, governmental or non-governmental organization/company; three years of supervisory experience; Field experience, operating in challenging environments would be desirable; Knowledge of IT functions and experience in utilizing computers and software applications, knowledge of IRMA would be an advantage; Excellent written and oral communication skills in English; working knowledge of Russian or other OSCE working languages would be highly desirable; Ability to work with people of different religions, national and cultural backgrounds; Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.

Remuneration Package

Monthly remuneration, subject to social security deductions as well as monthly changes of the post adjustment multiplier and exchange rate, is approximately EUR 4,970 (single rate) and approximately EUR 5,320 (dependency rate). OSCE salaries are exempt from taxation in Poland.

Social security will include participation in the Vanbreda International medical insurance scheme and OSCE Provident Fund maintained by the OSCE. The Organization contributes an amount equivalent to 15 per cent of the employee's salary to this Fund and the employee contributes 7.5 per cent. Other allowances and benefits are similar to those offered under the United Nations Common System.
