CARE is seeking an experience International Safety and Security Manager (ISSM) to advise CARE International in Afghanistan on strategies to work safely within their program environments, reduce operational risks faced by staff and develop the capacity of national counterparts in the security management team. This will be achieved by maintaining a pragmatic security posture that enables and supports CAREs vision and mission in Afghanistan, whilst fostering an inclusive safety and security culture amongst staff.
This post reports to the Regional Security Advisor, with close daily interaction and engagement with the Country Director and Country Leadership Team, on which s/he is a member. The ISSM also works in tandem with and directly supervises a national counterpart – the National Security Advisor - and the in-country, CARE Safety & Security Unit.
S/he will manage the Country Office Safety and Security Management Plan and security budget.
The ISSM will support and maintain safety advisories and operating procedures which are in line with the CARE International Safety and Security Principles. In supporting CARE in Afghanistan to achieve its mission, the ISSM will advise management on a range of best practices to reduce operational risk and prepare robust contingency plans for incident and crisis response.S/he will be responsible for developing the capacity of staff through advocacy and training to ensure that security protocols and procedures are known, understood and followed.
The ISSM will be expected to grow and maintaining strong network links with key peer collaboration groups and individuals including counterparts across the region.
S/he will demonstrate a high level of socio-cultural, political and economic understanding of the context where CARE works. S/he will also develop a solid working knowledge of CARE's programs and have a strong understanding of humanitarian programming approaches.
S/he will be required to travel to operational areas (security permitting), including potentially volatile locations to ensure the provisions of the SSMP are followed at field level. The ISSM will support the development of appropriate localized plans and provide expert technical assistance to field staff where necessary.
S/he will act as the senior (sub regional) security advisor, sharing best practice with counterparts in the region.
Key criteria for success in this post are; a clear vision and demonstrable leadership qualities, the ability to communicate issues of safety and security in a credible and consultative fashion and a management style that engages support and empowers strong decision making. A strong emphasis on this role is the continued development of skills and capacity of colleagues in the Safety & Security Unit.

Bachelor’s Degree in a field related to humanitarian work or security management or equivalent field / operational experience.

5 years experience in working in complex and hazardous environments
Strong assessment, evaluation and planning skills.
Demonstrable expertise of Humanitarian risk management.
Excellent oral and written communication skills.
