Security Coordinator - Rapid Response

PRIMARY PURPOSE OF THE POSITION This is a special opportunity for those with a passion, skills and experience in international humanitarian response. The Rapid Response Team (RRT) is a roster of experienced personnel who may be called for short-term emergency assignments, depending on personnel needs, context and location. The roster is comprised of current and former ARC staff, as well as other qualified external candidates.

ARC is currently seeking relief workers who are ready to deploy globally on short notice (as little as 48 hours) in the case of human displacement. Typically, team members will conduct initial needs assessments, coordinate with other implementing agencies and design and implement relief projects.
• For inclusion on the RRT, ARC thoroughly prescreens all applicants and keeps in regular contact with roster members and in some cases training. • RRT members have specific skill sets and/or previous international experience. • RRT includes both volunteers and some paid positions (depending on skill set, experience and available funding). • Current assignments are between 1-3 months in locations that may be insecure and may not have basic services such as electricity, running water and health care. All posts are unaccompanied.

If accepted onto the RRT, the new member may be contacted for current and/or pending responses if their skill set is seen as needed in the context of a particular disaster response however acceptance to the RRT roster is not a guarantee of travel.

MAJOR AREAS OF ACCOUNTABILITY PRIMARY DUTIES/RESPONSIBILITIES
• Serve as the security focal point and security advisor for ARC country operations • Advise the Rapid Response Coordinator on all matters relating to security • Monitor national and international information sources (UN, Governmental and NGO sources, etc.) to distill and communicate relevant security information to ARC • Draft a weekly security update and develop site-specific security plans, policies, procedures • Facilitate the proper use of common communications including HF and VHF radio networks according to radio protocols and other communications technologies by ensuring procurement of proper equipment and providing training on usage • Participate in NGO security meetings, facilitate information exchanges and encourage field-level coordination within the NGO and international community on security concerns and serve as liaison between ARC, military, national security authorities and militia units as needed and as appropriate.

QUALIFICATIONS • Minimum 2 years security related experience with humanitarian agencies and/or military/peacekeeping experience in insecure and/or hostile environments • Training skills and experience in security/safety related subjects such as threat/risk assessment, security management, personal & organization security awareness, and incident analysis. • Competency and training experience in field based communications systems such as Codan, IKOM, Barrett, HF, Motorola, VHF, fixed and mobile satellite systems. • Ability to work under pressure in an unstable security environment. • English and Arabic fluency required.
