The Wheatstone LNG Project is a multi-train Liquefied Natural Gas (LNG) and domestic gas (DomGas) plant near Onslow on the Pilbara Coast. Bechtel is honored to participate in the engineering, procurement, construction, and start-up of this LNG plant.
The ISPS Superintendent is responsible to perform oversight of subcontractor works associated with the construction of Marine facilities and associated services. The facilities to be constructed will be located at Onslow, Western Australia. The facilities include installation of a LNG Jetty, MOF facility, Breakwater and associated dredging program.
The successful applicant will be experienced in Developing and maintaining close relationships with local law enforcement, intelligence and security agencies to support the continuous monitoring of marine threat-related intelligence and the timely development of threat assessments regarding Port security, incident management, and evacuation activities in compliance with International Ships Ports Security Code (ISPS). The candidates experience will be evidenced through 10 years of marine security management/supervision including exposure to marine terminals and the oil and gas industry.
Summary:
Provides overall direction, coordination, and guidance for the project marine security program on a project or in an office. Directs the development and implementation of security criteria and programs and procedures; provides operational guidance and direction to assigned security personnel and contractors; and monitors security activities and the performance of security services.

§ Bechtel project management, office management, services and senior officials to ensure coordination of security programs and functional areas.
§ Federal, state and local agencies regarding regulatory, law enforcement, emergency procedures, and other security related matters that may impact the project.
§ Security equipment manufacturers, security organizations and consultants to stay abreast of new developments.
ESSENTIAL JOB DUTIES:
ISPS Superintendent shall report directly to the Lead Marine Superintendent and shall be in charge of coordinating all marine security activities. The ISPS Superintendent’s role includes the following:
· Inspecting and auditing site security in line with the International Ship and Port Facility Security (ISPS) Plan
· Reporting Security events and coordinating prevention and mitigation strategies
1. Directs the identification, development, implementation, and maintenance of security strategies and programs so as to respond to security conditions and incidents, and minimize risk of personal, physical, or financial harm to Project assets, employees, and dependents.
2. Develops, plans, organizes and directs the activities of on-site security staff and ensures their actions comply with legal and regulatory requirements as well as meet corporate and customer needs.
3. Informs management of major accomplishments, issues and concerns.
4. Develops and maintains close relationships with local law enforcement, intelligence and security agencies, and private sector counterparts to support the continuous monitoring of threat-related intelligence and the timely development of threat assessments regarding travel safety, project and/or office work-site feasibility, incident management, and evacuation activities for Bechtel employees.
5. Implements appropriate security awareness and training programs to enable employees to keep themselves secure in the workplace, residence and other places and facilities they frequent.
6. Directs, as required, the administration, operations, policy formulation and activities of the project or office security program to ensure compliance with ISPS code and standards and/or other appropriate governmental agency security regulations.
7. Supervises investigations of acts against Bechtel personnel, property, or other interests.
8. Directs the development and implementation of security and emergency preparedness procedures, policies, plans and programs.
9. Recruits, develops, and provides specialized training for security service personnel, as required.
10. As required, represents the Project at meetings and consultations with client representatives, governmental security agencies and industry associates.
11. Develops and directs security awareness training programs and procedures to enable the Project, and any project personnel secure against terrorism, sabotage, and threats at the project marine facilities in compliance with the ISPS code.
JOB KNOWLEDGE:
Formal and specialized training in industrial security, criminal justice, industrial relations, personnel and resource management, or associated disciplines, and significant experience with a major law enforcement, intelligence, public or private sector security organization.
Qualified Port Security Officer and Port Facility Security Officer - for Australia
Extensive knowledge of current physical security principles, procedures, and equipment applicable to protection of construction activities, offices, and senior executives in national and international environments.
Prior experience in managing security programs, including program planning, budgeting and personnel administration. For marine terminal, must also have demonstrated experience in the oil and gas industry.
Capable of obtaining security clearances as may be required for access to government classified information.
Highly skilled in verbal and written communications with government officials, senior management, contractors, and client representatives.
Grade 26/27
Directs the security program in an office, or on a project with medium security risk.
