Org. Setting and Reporting
The Department of Safety and Security (DSS) is responsible for providing leadership,
operational support and oversight of the security management system to enable the safest and most efficient conduct of the security programmes and activities of the United Nations System. The position advertised is located in the Division of Regional Operations (DRO). The incumbent will report to the Chief of the West Africa Desk.
Responsibilities
Following are the duties and responsibilities of the Security Coordination Officer:
1. Monitors, researches and assesses all factors on the state of UN security in assigned geographic region.
- monitor the state of security preparedness of offices of Designated Officials (DOs), Security Management Teams (SMTs), and Field Security Coordination Officers (FSCOs) on a continuing basis and updates the real-time "security information system";
- Establishes and conducts regular contacts and dialogs with each FSCO, taking reports and analyzing developments in UN security and assisting them in developing options to cope with those situations;
- Analyzes accumulated information and maintains a continuous picture of evolving global, regional or local political events affecting the security of UN staff and dependants in the assigned region;
- Monitors predictive indicators and early warning type information;
2. Prepares and submits periodic and incidental reports for senior management:
- Submits a daily security development report to the Desk Chief which covers significant events and trends in countries assigned;
- Prepares briefs, notes, reports, studies and recommendation on critical issues of interest to senior management decision-making;
- Accumulates data input for period trend reports, such as the Quarterly Incidents Report as well as Minimum Operating Security Standards (MOSS) and Minimum Operating Residential Security Standards (MORSS) associated reports; and
- Prepares after-action reports following all incidents.
3. Monitors security-related preparedness and compliance of duty stations.
- Monitors the security planning and preparedness of DOs, SMTs, FSCOs;
- Provides guidance and advice on all aspects relating to the preparation and updating of Security Plans;
- Assesses whether all duty station share current Security Plans and if not, suggests corrective action;
- Determines if the appropriate equipment and resources are on hand to implement a Security Plan, particularly vehicles and emergency communication systems;
- Promotes information exchange with and among various duty stations to avoid common implementation problems related to Security Plans;
- Undertakes security missions, as required, to all duty stations, including high risk, to perform security assessments or to assist DOs, SMTs, and FSCOs.
- Provides expert guidance and leadership to more junior staff;
- Makes recommendations to the Desk Chief on courses of action and appropriate responses as necessary.

Education
Advanced university degree (Master’s degree or equivalent) in Disaster or Emergency Management, Political Science, Military Science, Public Administration, Law Enforcement, Law or related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of seven years of progressively responsible experience in disaster management, risk management or security experience in the public or private service areas such as national security, military or police service or in a corporate environment. Senior command (Major or equivalent level) or higher management experience in a corporate environment, is required. International experience, or experience in UN peacekeeping, or in the UN security management system, is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For these posts, fluency in English (both oral and written) is required. As the Department of Safety and Security works in diverse geographic areas, working knowledge of French is desirable.
