1. SUMMARY
The mission of the Close Protection Unit (CPU) is to protect the Secretary General at NATO Headquarters or any other location, armed or otherwise, as circumstances dictate. Members of the team are expected to stand ready at all times to ensure a secure environment for the Secretary General. This includes ensuring the Secretary General’s physical protection against all forms of actual or potential threats and taking the appropriate steps to provide protection in a crisis or when working under pressure.
The Training Coordinator of the CPU, under the direction of Head, CPU is responsible for maintaining training and professional standards and coordinating the qualified instructor pool within the unit, in support of the overarching unit mission. He/she will also assist with administration and logistics of the unit as dictated by the Deputy Head, CPU, including the coordination and collation of advance mission material and information. The Training Coordinator has the operational responsibility, when required, to carry out the role of Team Leader in the practical planning and execution of missions in Belgium and abroad, including advance missions.
2. QUALIFICATIONS AND EXPERIENCE
ESSENTIAL
The incumbent must:

Possess a good general education at the higher secondary level;
•
Be a member of a NATO nation civilian security, military, police or intelligence service’s Close Protection
Team, or other relevant organisation;

Possess at least 5 years' experience in both operational and team managerial matters, gained whilst holding a position responsible for the close protection of national and/or international governmental or public figures, or other relevant experience;
•
Be experienced in training delivery and coordination, tactical and operational organisation, team building, all with relevance to the close protection skill set;
•
Have experience demonstrating management and leadership abilities and the ability to command the respect of others;
•
Possess the ability to adapt quickly to changing situations and a proven ability to manage stress and emergency situations;
•
Possess and maintain the required physical and psychological condition to enable him/her to intervene in emergency situations;
•
Possess excellent interpersonal and communication skills and have experience adapting these skills to the needs of the unit;
•
Be fluent orally and in writing in one of the official NATO languages and possess a basic working knowledge of the other;
•
Have the flexibility to travel extensively and to work unsocial hours.
DESIRABLE
The following would be considered an advantage:
•
Computer literacy and familiarity with MS Windows applications (Word, Excel, Outlook);
•
A sound knowledge of Belgian legislation, in particular in the areas of public security, public order, police and judicial organisation, regulations on fire-arms, legal self defence and priority vehicles;
•
A sound knowledge and understanding of the NATO Civilian Personnel Regulations.
3. MAIN ACCOUNTABILITIES
Planning and Execution
In close coordination with the Team Leaders, Deputy Head and Head, CPU, organise the day-to-day training schedule for all unit members. Deliver training when necessary in a wide variety of close protection related skill sets. Be prepared to validate instruction given within CPU and counsel instructors regarding their method of instruction or lesson content.
Project Management
Formulate an enduring training concept and regime specific to role for both the residence and escort teams. In close coordination with Head, CPU, take the necessary steps to ensure that teams and individual team members meet the required operational and physical standards. In close coordination with Deputy Head, CPU, collate advance mission material and information in order to provide a reference database for all unit members.

When required, carry out the practical planning for advance trips and be responsible for the conduct of any given trip in the role of team leader.
Stakeholder Management
When planning and conducting training, establish and maintain good working relationships with relevant international and national authorities and with other departments within NATO HQ. Ensure effective communication with the responsible authorities and within the unit regarding training matters.
Expertise Development
In close cooperation with Head, CPU, organise tactical and personal training to meet the standards required for the effective protection of the Secretary General. Coordinate team building activities to strengthen team spirit and moral amongst the teams and individual team members.
People Management
Under the overall supervision of Head, CPU manage the overarching training effort within the unit. Lead a team of agents, as and when required, including performing constructive performance management activities. Adapt organisational and communications skills to the specific needs of the unit.
Financial Management
Prepare and submit mission and procurement requests on behalf of the unit and ensure all mission liquidations are processed in a timely manner.
Information Management
Oversee the maintenance and updating of accurate training results and statistics. Ensure training activities are factored in team schedules. Collate and maintain reconnaissance information gained from advance missions conducted globally to form a operational database. Ensure this information is available to all unit members when conducting return missions as and when required.
Perform any other related duties as assigned.
4. INTERRELATIONSHIPS
The incumbent reports to the Head, CPU, through the Deputy Head. He/she will be required to conduct liaison with other training providers in NOS and other NATO government security agencies. He/she also coordinates arrangements with the relevant staff of the Private Office and liaises with Security Officers in NATO Delegations and Partner Missions and with different contacts abroad as and when required. He/she will have considerable contact with the Secretary General and his entourage as well as their staffs, official visitors and guests.

6. CONTRACT
This is a post which is reserved for staff currently serving as agents within the NATO Headquarters Security Force or Close Protection Unit and staff seconded from a Close Protection Unit of a member nation’s security service.
It has been decided that for technical reasons, turnover is required in this post, and therefore, the maximum period of service in this post is six years. Accordingly, the successful applicant will be offered a 3-year definite duration contract, which may be renewed for a further period of up to 3 years.
If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which, may be renewed for a further period of up to 3 years subject also to the agreement of the national authority concerned.

Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.
Employment in the Close Protection Unit is subject to fulfilling, and continuing to fulfill, the requirements of the job, as reflected in the vacancy notice. These include the obligation to possess, and to be able to maintain, the required physical and psychological condition to intervene in emergency situations. Incumbents of these positions will be required to pass regular tests (updated as necessary), in particular physical, medical, psychological and shooting tests, and to meet performance criteria established under the Performance Review and Development system. If they no longer fulfill the requirements of the job, serving staff will be required to transfer to another post outside of the CPU, normally by returning to a post at the C3 grade and salary level in the HQ Security Force.
NOTE: Medical, physical, shooting and psychological tests, which are all eliminatory, form an integral part of the pre-selection procedure. This will be followed by written and language tests and interviews. Selected candidates will also be required to pass the appropriate physical and shooting tests on a yearly basis.
