    Salary: £23,090 - £29,954 GBP net per annum, equivalent to £30,676 - £40,624 GBP UK gross (Net = take home pay.  Oxfam will meet the tax and social security liabilities of post-holder in addition to net salary).

    Following the failure of the late 2010 rains, large parts of the Horn and East Africa region are facing the world's worst food crisis. Oxfam's response includes a mixture of emergency aid and long-term development. Right now we are looking for two Security Officers to work alongside field teams, assessing security and coming up with practical ways to manage it.




    OXFAM PURPOSE: To work with others to find lasting solutions to poverty and suffering


    Job Purpose: To strengthen Oxfam's response to the Horn and East Africa Drought by providing security management support to country and regional management teams.

     Key Responsibilities
    • To carry out security assessments and security management reviews in locations Oxfam is working or is considering working; either providing management with recommendations for action or working directly to implement agreed recommendations and the action plan.
    • To develop and implement new high quality security management systems or review and modify existing systems, in line with Oxfam security policy and security management approach.
    • To provide expert advice on security related matters in the context of a particular environment including: gathering information from other organisations and institutions, and representing Oxfam in security meetings with other agencies, institutions and authorities. 
    • To train staff on security management issues, both informally and within the context of formal training courses. 
    • To prepare regular reports, summaries of work and recommendations for country and regional management and ensure that relevant information is documented and shared. 
    • To recruit, train and manage or supervise security staff as required. 
    • To build the capacity of Oxfam staff to mange security effectively. 
    • To carry out security management tasks or represent Oxfam in meetings, as requested by the country or regional management. 
    • To ensure that all work is carried out in a way that is sensitive to gender and diversity issues. 
    • To promote and ensure that programmes respect the NGO/Red Cross Code of Conduct, SPHERE, the People in Aid Code, Oxfam International procedures and other regulatory codes.
    Key Competences
    • Considerable practical experience of security assessment, planning and   implementation of procedures in the context of UN or NGO humanitarian operations,
    • Proven influencing and negotiating skills with internal and external audiences including in complex and stressful circumstances.
    • Proven experience of field based training.
    • Ability to advise and support field staff in a consultative manner.
    • Excellent communication and interpersonal skills, together with the capacity to remain calm under pressure and not lose sight of strategic priorities. Must be organised and efficient.
    • Good knowledge of written and spoken English.
    •  A sound understanding of the importance of gender in humanitarian work.
    • Sensitivity to cultural differences and the ability to work in a wide variety of cultural contexts.
    • Willingness to travel at short notice, and often in difficult circumstances.
    • Sympathy with the aims and objectives of Oxfam.
    •  Committed to humanitarian principles and emergency response work
