Security Manager - Islamabad, South Asia


Salary:      PKR 1,948,889 Gross Per Annum

Duration:   One Year (Extendable)
Dimensions
  • Manages situations / resources within defined boundaries, which may include people and assets.
  • Provides advices to senior managers on security issues in both development and humanitarian work.
  • Influences the development of security strategy and ensures and supports operational implementation.
  • Develops solutions to diverse and complex problems within organisational policy.
  • Interprets and applies operational and specialist information in a variety of formats from a variety of sources.
  • Decisions are made, with a particular context, to further the objectives of Oxfam and with reference to the external security environment.
  • Impact of this role is significant within Pakistan programme and Oxfam-wide.
Key Responsibilities
  • To develop and update Oxfam Pakistan Programme Security Management Plans and Pakistan welcome pack.
  • To support managers in developing proposals and carry out security assessments of new programme target areas.
  • To provide continuous support to partners in developing their security guidelines and SOPs.
  • To maintain and support the development of security management contacts and networks (internal and external) representing Oxfam GB ensuring attendance at and contribution to security forums
  • Effectively manage the role of Security Officer - Pakistan ensuring that appropriate delegation and task allocation contribute to capacity building
  • On regular field visits carry out security assessments and security management reviews in locations Oxfam is working or is considering working; either providing management with recommendations for action and/or working directly with field teams and the Pakistan CMT
  • To ensure that a functioning and up to date security management system is in place and maintained including: Context Analysis, Threat & Risk Assessment and ensure development of appropriate SOPs
  • To provide expert advice on security related matters including technical issues such as use of communications equipment
  • To assist managers in ensuring that security management systems are in line with the Oxfam GB security policy, OI Security Protocol and security management approach.
  • To train staff on security management issues, both informally and within the context of formal training courses.
  • To provide quality analysis within a regular security reporting system ensuring information is disseminated in timely fashion and stored appropriately
  • To ensure that all work is carried out in a way that is sensitive to gender and diversity issues.
Skills and Competence
  • Security planning and implementation experience gained in the context of UN or NGO humanitarian operations in insecure areas
  • Experience of working with teams in which there is a varying experience of security planning and management
  • Experience of formal and informal modes of training in security management and procedural issues
  • Good analytical, organisational and planning skills
  • Ability to communicate and negotiate with diplomacy and tact in often stressful circumstances
  • A sound understanding of the importance of gender in humanitarian work.
  • Sensitivity to cultural differences and the highly developed inter-personal skills able to work in a wide variety of cultural contexts
  • Flexibility to travel to all areas of Pakistan as required
  • Sympathy with the aims and objectives of Oxfam
  • Committed to humanitarian principles and emergency response work
  • Excellent knowledge of written and spoken English, plus knowledge of one or more local languages a distinct advantage.
