Security Advisor - Pakistan

The Danish Refugee Council (DRC) is looking for an experienced and capable Security Advisor for our operation in Pakistan, based in Peshawar.

OVERALL OBJECTIVE

DRC is committed to establishing security management policies and procedures which minimises risks to staff working for DRC and other stakeholders associated with DRC’s work. In addition DRC is committed to developing the capacity and confidence required for programme staff to play a full role in applying and
updating the policies and procedures.

The primary purpose of the Security Advisor is to enable DRC staff and partners to conduct their jobs in a safe, appropriate and effective manner. A secondary role is to ensure that DRC in Pakistan develops and follows appropriate security management procedures based on existing global policy and regularly updated regional security assessment.

BACKGROUND OF DRC PAKISTAN

DRC has initiated a programme in Pakistan in the north-western province of Khyber Pakhtunkwha, close to the Afghan border. This programme, when it starts full operation in the near future, will focus on conflict induced IDPs from the FATA border areas of Pakistan and Afghan Refugees as well as to a relatively lesser degree on flood-affected communities from the 2010 floods, with a range of activities on Protection, Livelihoods, WASH and Shelter. DRC’s operation in Pakistan is managed from Peshawar and has some 30 international and national staff members.

DRC’s programme in Pakistan is an integral part of the wider regional response to Afghan displacement, comprising operations in Afghanistan, Pakistan, Iran, and Tajikistan.

DUTIES

• Security Information Management • Establish/Design/Maintain Policy, Systems and Procedures related to security and logistics • Planning and resourcing for security and logistics • Support Implementation and quality assurance for security and logistics • Design/Establish/Maintain systems for security and logistics • Provide advisory services to relevant DRC managers • Provide logistics support and advice • Participate to External Coordination and Advocacy • Manage the security related work planning, budgeting and administration • Support accountability practices related to security • Participate to emergency response as per needs identified • Provide Training and Orientation on security and logistic matters

QUALIFICATIONS

• Significant previous experience overseas with humanitarian work, in complex protracted crisis and/or natural disasters • Substantial experience of operating in countries with volatile security environments • Experience in managing security for NGOs • Familiarity with humanitarian principles and practices • Good analytical skills • Strong capacity building and team management skills, including motivation of staff • Solution orientation, self-motivation and independence of work • Cultural sensitivity and adaptability • Excellent team player • Strong negotiation, advocacy and communication skills • Professional fluency in written and spoken English • Knowledge of the country-specific context a clear asset

CONDITIONS

Availability: As soon as possible

Duty station: Peshawar, Pakistan

Contract: Six months with the possibility of extension, subject to funding and performance. Salary and other conditions in accordance with the Danish Refugee Council’s Terms of Employment for Expatriate Staff. The position will be placed at salary level D2.
