The IRC currently chairs the Pakistan Humanitarian Forum (PHF). As part of the work of the PHF, a program - Paksafe - has been designed to facilitate improved safety and security risk reduction strategies for humanitarian staff, partners and assets, in order to assist greater access to humanitarian and development aid. The IRC is coordinating the design and delivery of Paksafe and on behalf of the PHF is seeking a highly qualified candidate with strong program management experience in complex operating environments.
Objective:
The role of the Paksafe Director is to assist the humanitarian community to implement their work by ensuring that organizations have a greater awareness of the security risks and are in a position to navigate and respond to occasional threats and subsequent operational challenges in Pakistan.
Primarily, the Paksafe Director will implement and manage a multi-donor funded program designed to guide and promote safer humanitarian action by PHF members and the wider humanitarian community in Pakistan through the delivery of critical information, needs focused analysis and advice to PHF members, their staff and, where appropriate, to other stakeholders.
The Paksafe Director will provide technical expertise, representation and evaluation. He/She will provide ongoing advice for organizational and staff learning and development as well as guidance on security and safety training needs and provision. The Director will maintain an up-to-date and comprehensive understanding of aid and the aid sector in Pakistan and will manage and share amongst PHF members good practice examples of safe humanitarian action.
The Director will be the PHF focal point and will liaise directly with a range of stakeholders at all levels for the benefit of the PHF and other humanitarian actors and stakeholders working for Pakistan's humanitarian and development needs.
The role will require a candidate who is affable, consultative and highly communicative in leadership and representation with a solid working foundation in humanitarian field operations. The Paksafe Director will have credible field-based humanitarian security and safety management experience specifically in complex operating environments as well as a strong understanding of information and data management and data protection. The candidate will also have broader security management technical understanding and applied knowledge. Recent working experience using established humanitarian safety and security good practice is required as is experience with the managerial approaches, project and operational management and overall modus operandi of managing risk for aid staff and partners.
The candidate should have excellent written, oral communication abilities and presentation skills as well as strong leadership capabilities, including diplomacy, discretion, decision-making and crisis management. A specific understanding of the Pakistan context is required; this should include cultures, traditions, social dynamics, the economic and political history and the current economic and political situation as well as regional and geopolitical issues.
Reporting:
The PakSafe Director will report to the IRC Country Director. However, as PakSafe is a shared resource for members, performance evaluation will conducted with the participation of PHF Executive Committee members.
Responsibilities:
Strategic Planning & Management
- Provide quality leadership, management and oversight of program objectives and quality services in line with steering provided by PHF and IRC.
- To ensure operational functions are effective to meet program goals and PHF/donor expectations.
- Develop a communications strategy and coherent procedures and a portfolio of core policies to strengthen Paksafe ability to implement and successfully deliver services.
- Ensure Paksafe functions according to a strategic plan, is optimally structured and staffed to meet program delivery requirements and is prepared to adapt management focus and operational direction in response to potential slow or fast-onset situational (risk and operational environment) change.
- Responsible for budget and financial management the director will work with IRC senior management to ensure that support costs are sufficiently budgeted.
- Ensure support from and to IRC's operational support structure and management (Human resources, grants, financial, etc.). Guarantee that corporate (legal and reputational) and operational risks are effectively identified and managed through routine corporate risk assessment with IRC and PHF.
- Represent Paksafe and PHF to donors and various stakeholders, including government officials, UN agencies, especially UNDSS (particularly under the auspices of 'Saving Lives Together'), to ensure two-way feedback for Paksafe operational development.
- Establish and communicate performance indicators to IRC and PHF and support independent expert evaluation and audit of strategy and operational management.
Program Quality & Development
- Promote a culture of learning and excellence in service provision and transparency across services to prioritize and ensure highly responsive, high quality subject-matter expertise and support to beneficiaries and operational credibility to all stakeholders.
- As a management and operational principle establish open, consultative and reasoned methodology, coherent implementation and strategic program development.
- Monitor and review with IRC management progress towards meeting program objectives.
- Analyze and develop program objectives and services in tune with prevailing needs and the potential for change and new crises within the Pakistan humanitarian context.
- Assist IRC grants unit in timely reporting to Donors and preparation of proposals
Policies / Compliance
- Ensure the consistent implementation of IRC and donor policies and procedures.
- Develop policies and procedures for Paksafe that are rational, support implementation and are integrated and consistent with IRC policy and management directives.
- Work with the Finance Controller and Deputy Director Operations to ensure that all Paksafe staff are aware of, and adhere to, IRC and donor policies and procedures and IRC management directives.
- Review and recommend to IRC and PHF, as applicable, changes to policy and strategy.
Liaison and Representation
- Develop a sound understanding of the mandates and response activities of PHF members and of the wider humanitarian community, of existing and emerging humanitarian needs so, as a senior representative to beneficiaries and stakeholders, to be able to appropriately represent on core issues.
- Be an operational and analytical focal point to PHF members, and be available, where appropriate, to advise and inform government, donors and UNDSS and UN agencies (under the auspices of 'Saving Lives Together' etc.), as well as relevant academic research and training bodies on matters relating to staff safety and humanitarian access.
- Balance operating as an open-source, information-sharing platform with effective sensitivity and data protection. Ensure data protection protocols are specific to situation and fully instituted.
- Where relevant / appropriate, provide advice to PHF in broader areas of humanitarian action in Pakistan, this may include expertise matters relating to Civil-Military approaches, Donor branding, armed escort, etc.
Staff Development & Supervision
- Supervise and mentor Deputy Director within the functions of his/her role and to ensure capacity to effectively deputize in the Director's absence or in representation.
- In respect of IRC's policies and procedures and management directives ensure compliance by, and supervision of, all Paksafe staff and partners.
- Ensure a strong working relationship between IRC management, program and operational support staff.
- Carry out the above supervisory responsibilities using the IRC's Performance Management System.
- Work with the Deputy Director Operations to ensure ongoing and measurable professional development of Paksafe Deputy Director and other Paksafe staff.
Requirements:
- At least 5 years of experience in a security management role with humanitarian and/or development organisation including at least 2 years of field experience working in complex working environment.
- Experience in managing inter-agency coordination
- Political/economic/social analysis skills
- Wide and in-depth awareness of the current and historic risks faced by aid workers and related mitigation including awareness of current trends, technological tools (communication, GIS and networking platforms), relevant academic research, and operational and training doctrine (Interaction Modules, ECHO security reviews, GPR8, etc.)
- Ability to objectively research, analyze and articulate the Pakistan political, social, and economic context.
