The mandate of the Special Tribunal for Lebanon is to prosecute persons responsible for the attack of 14 February 2005 resulting in the death of former Prime Minister Rafiq Hariri and in the death or injury of other persons. The Tribunal’s jurisdiction could be extended beyond the 14 February 2005 bombing if the Tribunal finds that other attacks that occurred in Lebanon between 1 October 2004 and 12 December 2005 are connected in accordance with the principles of criminal justice and are of a nature and gravity similar to the attack of 14 February 2005.

RESPONSIBILITIES:
Acting under the overall direction of the Chief of Security of the Special Tribunal for Lebanon (STL) and under the daily supervision of the Head of Registry, Beirut Office the incumbent will serve as principal security adviser to the Head of Registry, Beirut Office. The Head of Field Security will: Act as the primary Focal Point for security for the STL in Lebanon. He/She will have particular responsibility for: Operational planning and supervision of all security personnel deployed in the assigned area of operations, including the coordination of the planning function across the relevant business units of the Special Tribunal and other supporting security agencies, nationally and/or internationally;
Undertake Threat/security level monitoring and analysis, including compilation of threat assessments and monitoring of security situation reports, travel advisories or other pertinent sources of security information; The planning, supervision and execution of special missions requiring security support, such as field close protection assignments, field security operations and/or security support to investigative or judicial operations; The specification of physical security requirements or other risk reduction counter-measures applying to the operational environment; Ensuring STL Beirut Office compliance with Minimum Operating Security Standards (MOSS) and Minimum Operating Residential Security Standards (MORSS) in the field; Responsibility for ensuring overall compliance with the security management system adopted by the Tribunal; Developing and continuously reviewing all field security, emergency, evacuation, general safety, contingency and relocation plans and resources; Completion of all security related administrative requirements, such as incident, accident, investigation or situation reports and staff tracking procedures; Efficient and effective management of any allocated budgetary resources;
Establish and maintain close and successful working relationships with host country agencies, and support national or international security organizations as may be required; The training, monitoring, supervision and quality control of international and locally hired security personnel; Maintain an ongoing evaluation of air, land and sea evacuation routes and resources for use in emergencies, ensuring the availability of vehicles, aircraft, vessels, fuel supply and assessable roads; Establishment and operation of field safety communications procedures working in conjunction with other applicable business units; Maintain office security by conducting physical security inspections of facilities, issuance of identity cards, if possible background checks, and entry control; Any other duties as assigned by the Chief of Security.
COMPETENCIES:
• Professionalism - Expert knowledge in Security Management; proven ability to analyze security information reports and papers on technical issues and to make valid recommendations with respect to those reports.
• Planning and Organizing - Proven ability to plan and organize the operations of the security service. Ability to forecast staffing and other security requirements based on operational changes in the mandate of the Tribunal.
• Communication - Excellent drafting ability and communication skills, both oral and written; ability to defend and explain difficult issues with respect to key decisions and positions; proven ability to communicate complex concepts orally; ability to prepare written reports that are clear, concise and meaningful.
• Teamwork - Good interpersonal skills; demonstrated ability to work in a multicultural, multi-ethnic environment and to maintain effective working relations with people of different national and cultural backgrounds. Demonstrated ability to maintain and encourage a collaborative team environment
• Judgment/Decision Making - Good judgment and initiative, imagination and resourcefulness, energy and tact; ability to ensure an effective work structure to maximize productivity and achieve the Security goals.
• Managing Performance - Ability to establish priorities and to plan, coordinate and monitor work of others; ability to make timely decisions; Ability to coach, mentor, motivate and develop staff and encourage good performance. Demonstrated ability to empower line managers to deal effectively with performance issues.
• Building Trust – Reputation for dealing honestly and openly with issues and staff and being recognized and highly respected by peers, clients and staff is expected. Establishment and maintenance of the close working relationship with the Joint Task Force is an essential aspect of this role.
QUALIFICATIONS:
• Education: University degree preferably in security management, business or public administration with strong focus on security management or in-depth experience in security management or any other graduate discipline acceptable to the Tribunal. A police or military academy degree would be seen as an asset. Documented equivalent combination of relevant experience and formal education may be considered appropriately.
• Experience: At least 7 years of progressively responsible experience in security management, preferably in a police/military context, which should include a high standard of physical fitness and operation under arduous conditions, unit command and senior-level staff experience, demonstration of high level of leadership and capability of rapid decision-making (with little margin for error). Previous security management experience in an international environment highly desirable. Possession of an advanced University degree in a relevant field may be considered in substitution of years of experience.
• Languages: Arabic, English and French are the official languages of the Special Tribunal for Lebanon. For this post, fluency in oral and written English is required. Knowledge of other official language(s) is an asset.
