Position Summary:
Amentum is currently seeking a qualified candidate to serve as the ICITAP Benin and Coastal West Africa Counterterrorism Law Enforcement (LE) Advisor based in Cotonou, Benin. With guidance and support from ICITAP Headquarters, the LE Advisor will be responsible for managing, coordinating, planning, and implementing CT-funded projects in Benin and Coastal West Africa, including but not limited to Togo, Côte d'Ivoire, and Ghana. They will be responsible for (1) developing subject matter expertise, skills, and knowledge of partner nation civilian law enforcement forces; (2) developing training schedules and managing mentoring and training activities; (3) participating, as needed, in training deliveries; and (4) developing sustainable organizational capabilities to manage units and support functional duties. The LE Advisor will have coordination responsibilities with host nation partners, the U.S. government interagency, and the international donor community. The LE Advisor will work in close coordination with the RSO, ICITAP, and the State Department’s Bureau of Counterterrorism (CT Bureau). The LE Advisor will also lead, coordinate, monitor, and support a team of U.S. and Third Country Nationals (TCNs) serving as subject matter experts across a wide range of disciplines and collectively referred to as the Counterterrorism Advisory Team (CTAT).


JOB DUTIES AND RESPONSIBILITIES:
The LE Advisor will coordinate with Amentum’s Program Management Office (PMO) leadership to ensure the administration and performance of the TCNs, Foreign Local Labor hires (FLLs), and subcontractors.
The LE Advisor will work with Amentum and a variety of in-country vendors to coordinate the logistical and life-support services for U.S. Contractors, TCNs, FLLs, and other team members.
The LE Advisor is expected to maintain accountability for staff, reporting back to ICITAP and Amentum on the status of all project assets immediately after major incidents.
The LE Advisor will be primarily responsible for ensuring that ICITAP-implemented projects are delivered on time, within budget, and in accordance with prescribed specifications.
The LE Advisor will also monitor, support, and coordinate other CT Bureau-funded projects in Benin and Coastal West Africa.
The LE Advisor will be responsible for soliciting frequent project updates from the CTAT and other ongoing CT Bureau projects; and will provide formal reporting to DOJ/ICITAP for dissemination to a wider interagency audience.
The LE Advisor will provide partner nation leadership with practical instruction in civilian law enforcement organizational strategy, management, operations, reform, and organizational capacity building.
The LE Advisor will work with the partner nation to develop standard operating procedures (SOPs) and implement best practices along with unit management, administration, and operational support capabilities.
The LE Advisor will also represent DOJ/ICITAP in meetings with the CT Bureau Program Officer, the international community, and in meetings with Department of State Chief of Mission Personnel. While the LE Advisor is one of DOJ/ICITAP’s lead prime contractor representatives in Benin and Coastal West Africa, the LE Advisor is NOT a U.S. government official and may not represent himself/herself as such.


REQUIRED SKILLS AND QUALIFICATIONS:Education:

Graduate of a certified federal, state or municipal police academy or specialized DOD unit.

Bachelor’s degree in criminal justice, justice administration, public administration, business administration, adult learning, organizational development, or related fields from a U.S. Department of Education recognized institution.
Minimum Experience:

Minimum of 20 years of law enforcement and/or military experience, with most of the relevant experience in large agencies, departments, federal law enforcement agencies, or at least one of the DOD Combatant Commands.

Minimum of 10 years of progressive supervisory law enforcement or military experience attaining a senior command position with oversight and authority of administrative, operational, and training functions.
Additional Skills:

Demonstrated experience successfully leading, managing, and implementing foreign law enforcement capacity-building projects. Demonstrated experience in a State or Federal law enforcement agency or U.S. military with experience in training, advising or mentoring foreign partners in counterterrorism activities. Demonstrated experience with superior performance in fiscal administration and accountability involving multiple funding sources or financial accounts. Demonstrated experience in professional engagement with executive-level law enforcement, military, and diplomatic community representatives. Demonstrated experience effectively supervising contractor, TCN, FLL or subcontractor personnel supporting a project or mission. Knowledge of a variety of specialized tactical, investigative, and intelligence disciplines to provide mentoring and advice to international partners on counterterrorism best practices. Former military candidates should be able to demonstrate experience as a field-grade officer or senior level non-commissioned officer (NCO) with a law enforcement assignment or tactical deployment in which they conducted and supervised/managed criminal investigators, intelligence units, tactical operations units, training, or other types of security related operations in a high threat environment. Experience operating in austere and resource-strained environments. Should possess a working knowledge of monitoring and evaluation processes and standards of performance measurements in maintaining appropriate milestone in accordance with the stated Performance Measurement Plan. Proficient in Microsoft 365 or equivalent. U.S. Citizenship, and in possession of U.S. Passport; and, Ability to obtain and maintain a Public Trust certification from the U.S. DOJ.


DESIRED QUALIFICATIONS:
Experience serving on an FBI Joint Terrorism Task Force (JTTF) (or similar law enforcement entity), working with FBI extraterritorial terrorism squads or Legal Attaché Offices, serving on a Joint Special Operations Task Force (JSOTF), or similar military command and control center conducting operations against known terror groups.
Experience serving at a DOD Combatant Command in an operational and training capacity; or Experience serving at a registered Law Enforcement training academy in a training capacity.
Familiarity with the conduct of operations working in and around an embassy or consulate.
Effective interpersonal skills for interacting with various subject matter experts and differing levels of US and foreign officialdom, and for exchanging information and coordinating cooperatively with external partners.
Respective country equivalent of overseas safety and survival training.
Experience in Africa with demonstrated understanding of diverse regional cultures and customs.
French language at a working proficiency
Active SECRET or TOP SECRET clearance.
