Job description
The Department for Transport’s International Maritime Security Operations Team (IMSOT) is located within the Maritime Operations Division. This post is an exciting opportunity that focuses on: assessing levels of implementation at foreign ports of the International Ship and Port Facility Security (ISPS) Code; providing ISPS training, where appropriate, to foreign governments; managing the provision of security equipment and training; assessing high risk maritime locations; analysis of terrorist risks to UK flagged shipping; handling inward delegations of senior foreign officials; and working with Foreign Flags on maritime security issues; all to enable policy and response decisions.

This exciting operational post requires the ability to develop, maintain and deliver IMSOT's ambitious programme; operate independently in challenging circumstances overseas; and to know when to raise matters to senior management. A flexible and multifaceted approach is critical, as new security risks may emerge at short notice and the work does not always fit to standard conditioned hours.

The post requires a willingness to regularly travel overseas including minimum overnight stays of 5 nights or longer in every four week period to FCDO “essential travel only” countries.

Post-holders will also contribute to the Department's arrangements for taking care of maritime security issues which arise outside office hours, for which appropriate overtime is payable or time off in lieu.


Responsibilities
Role responsibilities will include, but are not limited to:

• Build, maintain relationships and lead the management of inward delegations with foreign maritime security officials under often challenging circumstances.
• Lead overseas assessments to assess levels of implementation of the ISPS Code at foreign ports and sea areas of strategic importance.
• Initiate, develop and project manage the delivery of capability development activities in accordance with assessment findings.
• Design, lead and deliver the provision of training activity overseas and/or in the UK.
• Analyse risks to UK flagged shipping, including an assessment of potential vulnerabilities and consequences, to help set ISPS Code levels worldwide.
• Assist in the reaction to and handling of transport security incidents as required, with a focus on the need to brief ministers and senior management and supporting preparation by information gathering.
• Represent IMSOT at cross-Whitehall meetings on maritime security.
• Provide briefing and research support to the Head of IMSOT as required.
