General Description:
The Senior Counterterrorism Advisor serves as an operational training and administrative advisor for Office of Antiterrorism Assistance (DS/T/ATA) in a partner nation. The advisor is responsible for implementing program objectives, increasing law enforcement capacity by developing subject matter expertise, promoting counter terrorism best practices, long term sustainability, internal and external ethics, human rights and rule of law accountability, interagency coordination, and community engagement/public affairs.

Major Duties:
Provides subject matter expertise and advises the development, training and sustainment of host government law enforcement leadership; while embedded with the organization.
Provides leadership with practical instruction in law enforcement organizational management and reform, as well as capacity building. Works with to develop and/or improve data dissemination procedures and communication links.
Serves as the primary coordinator between all ATA entities on the ground and liaison to the U.S. Embassy to ensure efforts are meeting programmatic objectives and duties.
Works with the partner nation to develop SOP’s and implement best practices along with unit management, administration and operational support capabilities.
Should possess a working knowledge of monitoring and evaluation processes and standards of performance measurements in maintaining appropriate milestone in accordance with the stated Performance Measurement Plan.

Required Skills
Professional Qualifications/Skills:
MUST be US citizen and may be required to possess or be able to obtain a SECRET clearance;
Bachelor’s degree from an accredited university or five (5) additional years of law enforcement experience.
Fifteen (15) years of experience as a full-time, law enforcement officer in a U.S. local, state or federal law enforcement agency with experience in a supervisory or managerial position involving operations, management, organizational development, and/or strategic planning. This experience must be recent, within the past 5 years. Must have held the managerial position above for least three of those years.

Experience includes:
Using multiple communication channels to provide advice and guidance, interpret policies and directives, justify plans and proposals, prepare and present high level briefings, and represent the Embassy and Department in a wide variety of internal and external forums
Three (3) years of experience interacting on a professional level with foreign nationals
Former military candidates should be able to demonstrate experience as a field-grade officer with a law enforcement assignment in which they conducted and supervised/ managed criminal investigations; training; and internal affairs investigations.
Graduate of Federal Bureau of Investigations (FBI) National Academy, Senior Executive Service Leadership Law Enforcement Training, or other recognized advanced training program.
Proven experience implementing law enforcement principles, methods, and practices to provide subject matter expertise in advising, mentoring, planning, development, and oversight in law enforcement programs.
Experience serving as a strategic mentor/advisor focusing on building organizational capacity for a recognized local, county, municipal, state, international, or federal law enforcement institution or military organization.
