Organizational Setting and Work Relationships

The Senior Field Security Coordinator acts as an adviser on security issues in the Bureau or country operation. S/he supports, advises and monitors the management of security issues within the Bureau or country.

The incumbent acts as an adviser or representative of the Organization with various stakeholders including other UN agencies and other partners on relevant issues at the working level.

The incumbent has a responsibility to monitor, coach, guide and support staff within the given area of responsibility, and provide security analysis of a regional character.

The incumbent normally reports to the Bureau Director or Representative or Assistant Representative, and has a secondary functional or technical reporting line to the Head of Service of the Field Security Service (FSS) in DESS.

In the Regional Bureaux, the incumbent is responsible for ensuring, in an effective and efficient manner which supports the Organization's Mandate, overall quality assurance and managerial support of operations, in line with the Bureau's 2nd line function, within the three lines of defence conceptual framework for effective control and risk management adopted by the UN system.

S/he will, further, cover the full spectrum of managerial oversight, manage performance and monitor the adherence of Country Operations to UNHCR's rules and regulations, monitoring, identifying and addressing any emerging issues and risks as appropriate. The incumbent also promotes a culture that is results-oriented, efficient and based on trust and pursues measures to ensure that inclusion, gender balance and diversity are taken into due consideration in staffing, resource allocation and representation at all levels throughout the AoR.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. Duties
- Provide practical and well-reasoned security advice, coordination and support to the Bureau Director, Bureau senior managers, and Representatives or Head of Office in managing staff safety and security of UNHCR personnel, partners, operations, premises and refugees or other persons of concern.
- Proactively monitor situations and events in the region and gather and analyse information with the aim of identifying emerging trends and providing early warning of any potential threats that may affect the safety and security of UNHCR personnel, premises, assets and impact programme delivery.
- Provide security analysis and reports to UNHCR managers and the Field Security Service at Headquarters when required.
- Provide security-related advice, in written and oral form, to the manager and other personnel.
- Undertake overall contextual analysis, identify security-related priority needs, and develop an annual work plan for addressing them.
- Conduct regular missions to countries in the region, providing security advice, training and coaching, including, inter alia, Security Risk Assessments, MOSS, operational plans and criticality assessments, beneficiary security issues and security-related administrative issues.
- Monitor events and intervene when and where appropriate to ensure that strategic security-related goals are achieved. Coordinate with the relevant Bureau and the Field Security Service to ensure cross-regional coherence in the design and implementation of security management procedures. Provide a link between country-based FSAs and FSS on strategic issues relevant to the region, and disseminate guidelines, policies and procedures and the monitor of their implementation in locations where FSAs are not present.
- Ensure that humanitarian and security objectives are reconciled in the region of responsibility, and that security measures are fully integrated into operational planning (including budgetary provisions) at the earliest stages of development. Conduct security planning, recommend and, upon approval, implement preventive and mitigating measures,
- Provide feedback on security aspects of situation reports and the potential impact on the safety and security of UNHCR personnel and programme delivery.
- Ensure that continual liaison is maintained with UNDSS, Host Governments and other actors in the region, to promote UN Security Management System policies and procedures, including UNHCR's Security Policy, in all UNHCR operations through regular inter-agency consultations, networking, mutual support, and information sharing. By doing so, ensure effective and responsive support from host country law enforcement agencies and the UN Security Management System.
- Participate in interagency working groups and other forums to ensure that system-wide policies and practices are sound and support UNHCR's needs.
- Intervene as required to resolve problems at an interagency level, gathering facts and harmonizing views where possible and rendering consistent and well-reasoned judgment.
- Support UNHCR authorities including at Bureau and headquarters levels, with identification of risks, gathering facts, conducting analysis, resolution of conflict, recommending solutions or courses of action, or any other forms of support that may be required.
- Provide training and coaching to staff and, as appropriate partners, both on mission and within the duty station of assignment, aimed at developing skills to plan and conduct operations safely within the specific security environment.
- In coordination with Field Security Service and the Global Learning and Development Center, assist in the identification of training needs, and planning and delivery of security training organized within the region.
- Assist in maximising the capacity of national field security staff by helping with their recruitment and selection, providing coaching, mentoring, training and other forms of advice, identifying their further training needs, and assessing their potential for undertaking greater responsibilities.
- Ensure that information-sharing networks are established with external stakeholders and other actors including UNDSS, host governments, Operational and Implementing partners, and that regular feedback and analysis is provided to Representatives and Bureau management.
- Maintain linkages with the Senior Medical Officer and Senior Staff Counsellor in the region, as well as the Senior Staff Health and Wellbeing Service in the Division of Human Resources, referring cases as required.
- Provide post-incident support as appropriate,
- Undertake other functions or responsibilities in the interest of UNHCR as appropriate and as delegated by the supervisor.

Minimum Qualifications
Years of Experience / Degree Level
For P5 - 12 years relevant experience with Undergraduate degree; or 11 years relevant experience with Graduate degree; or 10 years relevant experience with Doctorate degree

Field(s) of Education
Business Administration; Political/Social Science; International Relations; Military, Police Studies or other relevant field;

Relevant Job Experience
Essential:

Minimum of 10 years in previous relevant job experience including 5 years security risk management in an international capacity.
Desirable:
Exposure to and experience in UN or humanitarian field operations, especially in high risk duty stations, and emergencies in various geographical locations.
