Field Security National Officer , Baghdad Iraq

The Field Security National Officer(NOB) in Baghdad will report directly to WFP Iraq Head of Security or, Security Unit OiC.

JOB PURPOSE
To support the management of WFP’s security day-to-day operations to facilitate the effective delivery of programmes that meet food assistance needs and maintain the security and safety of WFP personnel, activities and facilities.


KEY ACCOUNTABILITIES (not all-inclusive)


1. Provide technical advice and support e.g. security assessments and plans to COs to strengthen the capacity within security management and crisis readiness and preparedness.

2. Contribute to the development of systems and tools for the monitoring and assessment of security situation needs in line with innovative methodologies and best practices.

3. Contribute in conducting context analysis in conflict affected areas of operations, determining the key characteristics and locations of non-state armed groups (NSAG).

4. Assist with communications and negotiations to garner security guarantees or “acceptance” for WFP to operate in NSAG’s areas of control.

5. Keep up to date with and advise upon local security developments and issues and the potential impact upon WFP operations to inform security and operational activities.

6. Contribute to monitoring and maintaining an effective security management communications system that enables rapid and co-ordinated security activities.

7. Contribute to productive relationships building with local partners to align activities and optimise the best protection for staff, activities and facilities.

8. Work in close collaboration with internal counterparts to align activities with wider programmes and ensure compliance with security policies and procedures.

9. Where supervisory responsibilities apply, manage security staff, providing coaching and guidance to ensure appropriate development and enable high performance.

10. Participate at local and inter-agency meetings e.g. Security Co-ordination Cells to present relevant security issues and contribute to technical discussions, exchange of knowledge and experience.

11. Support in organizing and delivering training sessions to build the security capabilities of WFP and external partners.

12. Prepare accurate and timely reports, e.g. mandatory Field Security reports that enable informed decision making and consistency of information presented to stakeholders.

13. Support the monitoring and evaluation of WFP activities, providing technical analysis and information as required to support the assessment of activity impact.

14. Follow emergency security preparedness practices to meet emergency food assistance needs. 15. Other as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Security Management, International Relations or Law Enforcement or other relevant field, or First University degree with additional years of related work experience and/or training/courses. A diploma obtained from Military/Police Academy with qualifying relevant experience may be accepted in lieu of the First University degree.

Language:Fluency (level C) in English language (oral and writing) and Arabic.

Experience: Five years or more of progressively responsible professional experience in security management (relevant military, policy or corporate) and security risk management. Experience in managing support staff.

OTHER SPECIFIC JOB REQUIREMENTS

Knowledge & Skills: • Good theoretical understanding of security management concepts and principals with a knowledge of best practices, techniques and processes.
• Good analytical skills with the ability to assimilate and analyse a range of data and issues to support the development of efficient solutions.
• Good communication skills and ability to adapt communication style to different situations and individuals.
• Ability to supervise, coach and motivate national security staff.
• Ability to deliver effective briefing and training, assessing participant needs.
• Knowledge of common business principals and processes and the ability to quickly assimilate UN/WFP specific processes and systems.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

• Has supported complex projects and operational activities that maintain security operations functions and feed into overall strategic aims
• Has gained experience in an emergency response and high risk operational capacity
• Has provided direction and instruction to more junior staff members within area of expertise.


TERMS AND CONDITIONS

Position Title: Field Security National Officer
Grade: National Officer - Level A (NOB)
Contract: Fixed-Term (FT) - One-year renewable
Duty Station/travel: Baghdad with travel inside Iraq and occasionally abroad

Salary: Starting at USD 47,120 net per annum

Medical Plan: International valid medical plan for the staff member, spouse and dependents children under 18 years

Annual leave: 30 working days per annum.
