Org. Setting and Reporting

This position is located in the United Nations Regional Office for Central Africa (UNOCA) in Libreville, Gabon.
The Security Officer is part of office of the Special Representative of the UN Secretary General in Central Africa and the Head of UNOCA, and, reports to the Head of Mission.
UNOCA covers the countries of the Economic Community of Central African States, namely: Angola, Burundi, Cameroon, Central African Republic, Chad, Republic of the Congo, Democratic Republic of the Congo, Equatorial Guinea, Gabon, Rwanda and Sao Tome and Principe.

Responsibilities

Under the supervision of the Head of UNOCA, the Security Officer, FS-6, is responsible for the following duties:

-Contributes to the Security Adviser/Security Coordination Officers in the office management procedures and/or supervises a Security Unit, as needed;
-Strategizes and develops effective security and contingency plans for a security unit and its operations;
-Conducts assessment of prevailing local safety and security conditions, identifying security trends and advising UN personnel, project personnel and eligible dependents on security issues;
-Serves as a member of the Security Cell, implements and evaluates the security plan;
-Evaluates air, land and sea emergency evacuation capability; assists in the supervision of evacuation exercises and recommends appropriate actions;
-Determines accessible areas, maintains tracking systems and coordinates a 24-hour Emergency Response System;
-Analyzes the level of security risk for the area of operations;
-Monitors, conducts or coordinates security operations;
-Maintains continuing lines of communication with security focal points and other UN or non-UN stake holders;
-Briefs the Security Adviser/Security Coordination Officer on the status, activity and requirements of the Office;
-Ensures that fire prevention devices and fire-fighting equipment are available on the premises;
-Reviews evacuation plan (fire, medical, earthquake hazards, armed attacks) and coordinates related drills and training as necessary;
-Conducts physical security inspections of facilities (safety, security and hygienic aspects);
-Assumes responsibility for guard force management;
-Monitors and evaluates office physical security measures, and conducts security surveys of installations and facilities; implements security arrangements;
-Provides advice and training to UN personnel and eligible dependents on security matters;
-Supervises the investigation of security-related incidents involving UN personnel, project personnel or eligible dependents;
-Identifies gaps in existing capability and recommends amendment accordingly;
-Participates in the planning process of protective services for Senior UN Officials, as necessary;
-Drafts Statements of Requirement and provides technical specifications for the procurement of section security equipment;
-Inspects security equipment and ensures minimum equipment requirements are purchased, maintained and deployed;
-Undertakes the issuance of identity cards, background checks and entry controls, as appropriate;
-Manages a warden system according to policy;
-Performs other duties as required.

High school diploma or equivalent is required. It is expected that the incumbent would have formal training in investigative skills, security coordination and operational planning and/or proven initiatives in a field of study that is directly related to security, safety and management.

Work Experience

A minimum of ten years of progressively responsible security management experience, either within the UN Security System, or a nationally recognized civilian or military entity. The minimum years of relevant experience is reduced to five years for candidates who possess a first level university degree.
Commissioned military or senior level police experience is also required.
Experience of command in a military or police organization in a moderately-sized country, or membership in a larger military/police force or a leadership role (maybe functional but still in leadership) will provide a good measure of probable success

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English and French is required.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
