The programmatic strategy for the year 2020 is centered around the following three sectors: protection, economic recovery and livelihoods, and emergency response to the immediate needs related to population displacement.

About the post

General objective of the position

The Security and Access Advisor will be responsible for the development and implementation of the security risk management system (SRMS) for DRC, in close collaboration with the country director and the regional security manager of DRC. The Security and Access Advisor will focus on the challenges related to humanitarian access, dialogue with belligerents while supporting management and Base Chiefs in improving access and acceptance in all areas intervention.

Main responsibilities of the position:

In order to achieve the objectives of the position, the security and accessibility advisor will perform the following tasks and assume the following responsibilities:
Oversee the development and implementation of the SRM process

· Ensure strategic monitoring of specific developments in DRC intervention areas; oversee the assessment of security levels and provide recommendations to the country director for approval
· Advise base managers and other internal stakeholders on security management strategies
· Help develop / update security plans specific to DRC intervention areas and carry out this update for Bangui, including local security rules (LSR); Standard Operating Procedures (SOP); Contingency plans (CP); Risk mitigation measure and Minimum Operating Safety Standards (MOSS); Definition of red lines
· Support the implementation of security management plans and other related functions at the base level and implement it for Bangui; and assist / propose in the implementation of staff training plans, including the provision and prioritization of training modules
Facilitate access to the program and ensure its continuity by providing reliable advice
· Provide regular analyzes, statistics and reports on major developments in the country
· Produce analyzes and evaluations adapted to the presence of DRC in CAR on a regular basis and on request, on areas, themes, problems or scenarios specific to DRC
· Build a network with all belligerents and develop a strategy to improve acceptance of DRC in the field
· Keep a record of negotiations and developments related to access and the humanitarian space
· Work in collaboration with program teams to ensure that actions taken in the field promote acceptance of DRC, while ensuring very specific limits to negative behavior
· Establish and maintain a network of contacts throughout the country

Maintain and update the incident tracking system and provide trend / pattern analysis

· Provide evaluation and security advice on program development and implementation, including program evaluations
· Identify potential scenarios, indicators of change and key decision points
Represent DRC RCA in inter-agency forums on security, safety and humanitarian access issues
· Act as focal point for security coordination between the actors concerned in the area of ​​operations
· Assist in coordinating the security of NGOs, the UN and other relevant external forums;
· Establish a network of contacts and represent DRC at security meetings.
Safety awareness for all staff (consultants and implementing partner) and capacity building for safety and security staff
· Provide operational safety information and awareness sessions and orientation to all new employees and visitors
· Carry out safety and security briefings for new employees, particularly raising awareness among new international staff on the specific risks in CAR as well as on specific cultural standards and behaviors
· Train national security personnel in the delivery of security and safety training modules
· Train field staff in behaviors to adopt in a security situation
· Organize and coordinate the delivery of Personal Safety Training (PST), as required
Incident and crisis management and response
· Support the establishment of the Crisis Management Group (IMT)
· Support management and coordinate the practical management of critical incidents or crises
· Develop / strengthen critical incident management plan at country level

Assist in the management of security incidents and provide timely and accurate incident reports and action reflection reports after the incident is completed.

Quality assurance of security policies, protocols, procedures and regulations:

· Audit the MOSS quarterly of all program areas (monthly if applicable)
· Manage and train the guards
· Evaluate the implementation of physical protection and asset protocols and regulations;
· Ensure that appropriate access controls are in place for all DRC installations
· Conduct regular site assessments and advise on mitigation measures
Act as a focal point for the purchase and installation of equipment, facilities and other security-related resources
· Maintain a list of suppliers and prices for safety related equipment
· Assist logisticians and administrators in the supply, delivery and control of security equipment
· Act as focal point for telecommunications systems, including radios and satellite phones

Experience and skills required for the position
At least 2 years of previous professional experience in a position responsible for security, safety and humanitarian access at national or international level and at least 5 years of experience in the humanitarian field
Experience in INGO security management with a proven ability to develop and implement effective and contextualized protocols and systems
Previous experience as a trainer / instructor / teacher and proven experience in providing safety related training is an asset
Demonstrated experience in information gathering, analysis and report writing
Experience and demonstrated ability to conduct and produce High Quality Security Risk Assessment (SRA)
Demonstrated experience in critical incident analysis and management
Ability to be flexible and demonstrate an innovative approach to security risk management
Experience working in multicultural environments
Previous experience and knowledge of the local context in Central Africa is an asset
Computer skills (Microsoft Word, Excel and PP)
Very good planning and organizational skills
Proven communication skills (good listening skills, positive, favorable, clear, constructive and accessible) both written and verbal
