Org. Setting and Reporting

This position is located in the Security Section, Jerusalem. The incumbent will be based in Jerusalem ,Israel, and will report to the Chief Security Officer (CSO) on all Logistics and administrative aspects of UNTSO Security Section.

Responsibilities

Within limits of delegated authority, the Security Officer, FS-6, may be responsible for the following duties: (These duties are generic and may not be performed by all Security Officers, at FS-6 level)
•Contributes to the CSO/DCSO and Area Security Officers based in Regional Offices in Damascus Lebanon and Tiberius.
•Strategizes and develops effective logistics and administrative plans for the security section in support of its operations;
•Acts as the Security Section’s Focal Point on budgetary issues
•Serves as a member of the Security Cell.
•Evaluates land emergency evacuation assets and assists in the supervision of evacuation exercises.
•Conducts, coordinates and monitors the administrative and logistics needs of the security Section
•Maintains continuing lines of communication with ASOs on their logistics and administrative needs and requirement.
•Briefs the CSO/DCSO on the status of CASEVAC and MEDIVAC plans within the UNTSO HQ and Security Section.
•Ensures that fire prevention devices and fire-fighting equipment are available on the premises; Reviews fire evacuation plan and coordinates fire drills with the Fire Marshall;
•Conducts physical security inspections of UNTSO HQ facilities.
• Conducts security surveys of regional Offices and facilities; implements administrative and logistics recommendations.
•Identifies resource gaps and recommends amendment accordingly;
•Participates in the planning process of protective services for Senior UN Officials, as necessary;
•Drafts Statements of Requirement and provides technical specifications for the procurement of section security equipment;
•Inspects security equipment and ensures minimum equipment requirements are purchased, maintained and deployed;
• Maintains the Security Section’s folder/library of security manuals, SOPs, Circulars, regulations in COSMOS.
•Tracks the serviceability of electronic security equipment (cameras, monitors, perimeter fence sensors, card readers, bollards and boom barriers, lights etc.) and reports on their maintenance and effectiveness to relevant service support sections.
• Performs other duties as required.

Education

High school diploma or equivalent technical or vocational certificate is required. UN DSS certification in any of the following is desirable: Security Certification Program, Security Analysis Practice and Process, Hostage Incident Management.

Work Experience

A minimum of ten years of experience with high school diploma or equivalent technical or vocational certificate (five years’ experience with a first-level university degree) of progressively responsible experience in security operations or similar within a military, police or security management is required; of which at least two years’ experience and exposure at the international level and in a conflict or post conflict environment is required.
Experience in security planning, security operations, security risk assessment, standard operating procedures, physical security, coordination with local authorities and law enforcement agencies, emergency communication system, crisis management, security administration, security logistics in a post-conflict environment is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required. Knowledge of French is an asset.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by an Informal Discussion.

Special Notice

• This position is temporarily available until 30 September 2020 with the possibility of further extension. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

• While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.

• Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station.

• This temporary job opening may be limited to “internal candidates,” who have been recruited through a competitive examination administered according to staff rule 4.16 or staff selection process including the review of a central review body established according to staff rule 4.15.
