The Programme

Coffey implements a multi-year project for the UK Foreign and Commonwealth Office (FCO) providing a diverse range of technical support to the Reconstituted Joint Monitoring and Evaluation Commission (RJMEC) and the Ceasefire and Transitional Security Arrangements Monitoring and Verification Mechanism (CTSAMVM) in South Sudan.

The Reconstituted Joint Monitoring and Evaluation Commission (RJMEC) is established under Chapter VII of the Revitalized Agreement on the Resolution of the Conflict in the Republic of South Sudan (R-ARCSS). The RJMEC is responsible for monitoring and overseeing implementation of the agreement and the mandate and tasks of the Reconstituted Transitional Government of National Unity (RTGoNU), including the adherence of the parties to the agreed timelines and implementation schedule.

The Position

Reporting to the Deputy Chief of Staff - Strategy, the Security Adviser shall manage and oversee the work of the R-JMEC in the monitoring and evaluation of implementation of Chapter II of the Revitalized Agreement on the Resolution of the Conflict in the Republic of South Sudan (R-ARCSS). The Security Adviser shall be a member of the R-JMEC team of security advisers led by the Chief Security Arrangements Adviser.

In addition, the Security Adviser will be the working level R-JMEC liaison with counterpart ministries, institutions and agencies in the Pre-Transitional Period and the Revitalized Transitional Government of National Unity (R-TGoNU), and shall participate in the work of R-JMEC’s thematic security working committee and working groups as established.

Among other tasks they will be expected to:
Liaise with the relevant ministries in the R-TGoNU Governance Cluster in order to assess compliance by the R-TGoNU and by the Pre-Transitional and Transitional institutions and mechanisms, with the R-ARCSS. This will require regular and direct engagement with, as well as monitoring of, existing and new institutions established by the R-ARCSS
Serve as the primary R-JMEC interlocutor with any of the Agreement mechanisms, and working in close collaboration with other relevant national and international partners and experts, as appropriate;
Report on the work of these institutions and mechanisms to the RJMEC leadership; identify need for assistance of the institutions and mechanisms as appropriate;
Advise the R-JMEC Leadership, through the Deputy Chief of Staff (Strategy, Monitoring and Evaluation):
on the role and interplay between these different bodies and institutions and assists in developing strategies and priorities for R-JMEC engagement in the security sector.
on challenges and deficiencies in the work of the Pre-Transitional and Transitional institutions, and identifies opportunities for correction, where appropriate;
Contribute to reporting requirements of R-JMEC to national and international interlocutors as provided for in Chapter VII of the Agreement;
Contribute to development of R-JMEC reports, policy, working papers and memoranda;
Liaise with international partners on relevant thematic issues, and collaborates with external subject matter experts and consultants, where necessary;
Serve as Secretary to the security working committee, working closely with other members of the committee drawn from the R-JMEC members;

The duration of the contract will be up to 31 March 2020 with potential for annual renewal up until 31 March 2022. The Adviser will work on regular deployments to Juba, of rotations no longer than 8 weeks continuously. The pattern of deployments will be agreed between the Adviser, RJMEC and Coffey.

The Person

Required experience / qualifications
Competence and experience to effectively monitor and evaluate the work of the pre-transitional and transitional institutions relevant to the security arrangements of the Agreement.
Senior-level expertise and experience in the security sector, including specific management and coordination experience working on issues of ceasefire monitoring, integration of forces and DDR, and/or strategic security reviews
Strong diplomatic skills and be capable of working in a challenging environment.
Ability to rapidly and credibly build relationships with diverse stakeholder groups with different interests and incentives.
Proficiency in English, both written and spoken.
Proficiency with personal computers and capable of using Microsoft Office products such as Word, PowerPoint, and Excel.
