International Consultant (Senior Police Advisor – Tactics and Operations)

UNDP supports stabilization, state-building, governance and development priorities in Afghanistan. In partnership with the Government of the Islamic Republic of Afghanistan (GIROA), other UN agencies, the donor community and other development stakeholders, UNDP works to positively impact the daily lives of Afghan citizens.

UNDP Afghanistan is committed to the highest standards of transparency and accountability, and works in close coordination with the United Nations Assistance Mission in Afghanistan (UNAMA) and the UN system to maximize the impact of its development efforts on the ground.

The Law and Order Trust Fund for Afghanistan (LOTFA) Terms of Reference (TOR) and Strategic Framework were approved by the LOTFA Steering Committee on 25 November 2018. UNDP, as the Trust Fund Manager, will administer and manage the Fund in accordance with its rules, regulations, policies and procedures. Under the revised Trust Fund, new project(s) are being designed and developed in alignment with the national strategies, plans and the Fund’s Strategic Framework. Based on consultations between UNDP, the GIROA and donors, LOTFA assistance was expanded to cover the entire justice chain (police, courts and prisons) and provide support to a broader range of institutions. Accordingly, the following four Thematic Windows have been developed under the revised Trust Fund: 1) Security; 2) Justice; 3) Anti-Corruption and 4) MOIA Payroll. Simultaneously, the LOTFA structure has been revised to bring it more in line with international standards and best practices on Trust Fund management and administration.

The following position will contribute to activities under LOTFA’s Security Window, as part of a revised range of new and proposed police assistance activities. Under the overall guidance of the Chief of the Rule of Law and Human Security Unit and Project Management Specialist, and the direct supervision of the UNDP Senior Police Advisor, the consultant will be join the LOTFA Police Advisory Team to provide professional and timely technical support to the ROLHS Unit and LOTFA project managers as LOTFA prepares to launch its new Security Window projects.

Current Status:

Specifically, the consultant will provide support to two of UNDP’s upcoming police support projects: Community Oriented Policing Services (COPS), and Afghanistan Urban Safety and Security (APSS).

Duties and Responsibilities


Objectives of the assignment:

To support the above projects, the consultant will work closely with the MOIA/ANP and other national and international partners, in addition to UNDP colleagues. More specifically, the consultant will advise on the design of the new LOTFA police support programme, including:
Advise UNDP on the development of essential infrastructure and skills at Police headquarters and Kabul Police Districts, including on tactics, police operations, training approaches and requirements, management, leadership, and oversight structures;
Advise on means of improving police relations with civilians, and on building trust with local communities;
Provide technical advice and expert review to the development of new security window projects (especially AUSS and COPS);
Lead discussions with international partners, co-funders, and police agencies, and coordinate regularly to ensure complementarity of plans and efforts;
Advise and provide critical feedback on baseline assessments and feasibility studies related to the security window, especially as covered by AUSS and COPS, including the development of new infrastructure (Police stations), tactical training, mobile checkpoint tactics, deployment and management, canine training and deployment, investigations, etc;
Engage with police counterparts, the Ministry of Interior, and other Afghan partners, including participating in meetings, coordination forums and presenting UNDP strategies, as requested;
Provide advice to the Police Advisory Team, the ROLHS Unit and the LOTFA Security Window Technical Working Group as needed, especially on public safety, police tactics, police operations, police investigations, police reform, management, leadership, governance and oversight structures;
Provide technical inputs, and draft any other documents as required.

Required Skills and Experience

Academic Qualifications:
Master's Degree, preferably in an area related to security sector management or the equivalent, a bachelor’s degree or professional qualification with an additional 15 years of relevant policing experience in senior command positions will be considered.

At least 15 years of relevant experience in police capacity building, including tactics, operations, and support to police management;
Experience as a police officer is required; Police management experience is an advantage;
At least 5 years of experience implementing and administering police reform activities at the national or international level;
At least 5 years of advisory experience on police issues at the international level in developing or fragile states;
Experience with UN police teams or UN Peacekeeping Missions is an advantage;
Experience with UN and/or police reform teams in Afghanistan is a distinct advantage, additional experience in other conflict regions is an advantage.
Extensive senior managerial experience, including experience leading multi-cultural teams.

Written and oral English skills a necessary requirement.


The consultant shall submit a price proposal as below:
Daily Fee – The consultant shall propose a daily fee, which should be inclusive of his/her professional fee, local communication cost and insurance (inclusive of medical health and medical evacuation). The number of working days for which the daily fee shall be payable under the contract is maximum 99 working days.
UNDP will provide accommodation free of charge to the Consultant for the duration of the stay in duty station. The consultant is NOT allowed to stay in a place of their choice outside UNDSS-approved accommodation. UNDP will provide MOSS compliant accommodation in UN security clear Complex’s to the consultants.
Travel and Visa – All airfare and travel within Afghanistan will be covered by the project. Costs for 2 trips to and from the duty station, including visa on arrival charges, should be included in the consultant’s financial proposal and daily rate.
