Tasks and Responsibilities
 
Under the direct supervision of the Chief of Safety and Security Unit (SSU) the Security Training Officer provides various specialized security related trainings to the entire SMM Safety and Security Unit (SSU) international and national staff. The incumbent is responsible for establishing Training Needs Assessment (TNA) and Training Plan for the SSU. Based on the Training Plan, develops specialized training programs (curriculums) and delivers training for all SSU staff. In co-ordination with Learning and Development and Operation Units makes sure that the delivered trainings are in accordance with the operational requirements, security standards, and OSCE training principles and best practices.

She/He is responsible for direct liaison and co-operation with Regional Security Officers and Field Security Officers in order to provide the necessary training required for the SSU staff. More specifically, the incumbent of this job performs the following duties:


Managing the Training Cycle process for the Safety and Security Unit (SSU); based on documentation, self-inquiry on local security matters and feedback received from audience and from course evaluations, establishing Training Needs Assessment, Training Plan, submitting curriculums for specialized security trainings, and delivering training sessions; ensuring that security training curriculums are Mission-tailored, gender mainstreamed, and that the overall implementation of formal and informal safety and security related learning activities are based on conducted needs assessment, evaluation and analysis of various training and learning activities to fit the requirements of different profiles of security personnel in the OSCE Special Monitoring Mission to Ukraine (SMM);
Organizing and delivering the training sessions for Safety and Security Unit international and national staff on all security related areas including, but not limited to, conducting of Security Risk Assessments, Physical Security, Mine/UXO awareness, Information Security, Fire Safety, Traffic Safety, Personal Security, etc.;
Liaising, where appropriate, with the SMM Learning and Development Unit, Operations Unit and SSU Security Officers, as well as with the Gender Unit on learning and development activities regarding identified training needs on safety and security subjects, including operational readiness, planning and responsiveness; reviewing and suggesting modifications, as appropriate, to training materials based on situational developments in the SMM;
Developing and working on lessons learned system and establishment of best practices from successfully delivered learning activities in the SSU, i.e. gathering feedback and course evaluations, consolidating results, monitoring trends and changes, and providing feedback to the SSU Management on training and learning programs' effectiveness;
Performing other related duties as required.
 
Necessary Qualifications
 
 
Citizenship of an OSCE participating State, excluding Ukraine;
First-level university degree in security, disaster or emergency management, military science, public administration, law enforcement, or other relevant field, or graduate from a national military or police;
Certified trainer/facilitator in security training techniques and methodologies;
Minimum of four years of relevant professional experience preferably in field duty assignments or conflict areas, established ability to manage security challenges in conflict environment;
Professional fluency in the English language, both oral and written, and the ability to communicate clearly and concisely;
Working knowledge of Ukrainian and/or Russian languages is desirable;
Possession of a valid driving license;
Ability to establish contact and build professional relations with local counterparts including stakeholders;
Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure; proven resilience to high stress environments;
Demonstrated commitment to gender equality objectives as well as the ability to integrate a gender perspective into tasks and activities;
Ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds while maintaining impartiality and objectivity.

Remuneration Package
 
 
Monthly remuneration subject to social security deductions is about USD 3,943 to which is added Board and Lodging Allowance (currently EUR 125 per day subject to change without prior notice). Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

Please note that appointments are normally made at step 1 of the applicable OSCE salary scale.
